Section 8: " Back-siphonage" Back-siphonage is the flowing back of used, contaminated, or polluted water from a plumbing fixture, vessel or system of lawn sprinkling piping into a water supply pipe due to a negative pressure in such pipe . Section 9 : "Back flow preventer" or "Vacuum breaker" Backflow preventer or Vacuum breaker is a device or means to prevent backflow into the potable water system. Section 10 : "Potable water" Potable water is water which is satisfactory for drinking, culinary and domestic purposes and meets the requirements of the health authority having jurisdiction. Section 11 : License Required: (a) Before any persop., firi, partnership or corporation shall carry on or engage in the business of installing, repairing, removing or altering a lawn sprinkling system or parts thereof, he or it shall first procure either a Master Plumber ' s license or a Lawn Sprinkler Contractor' s license and pay in advance to the City Treasurer the annual license fee imposed on such business. (b) Before any person shall engage in or labor at the trade of Journeyman Lawn Sprinkler Mechanic, he shall first procure a Journeyman Lawn Sprinkler Mechanic license and pay in advance to the Cit; Treasurer the annual license fee imposed on such trade. A license shall not be issued to any person, Contractor or Journeyman for lawn sprinkling work of any kind unless such person possesses a valid Lawn Sprinkler Contractor or Lawn Sprinkler Mechanic ' s Certificate of Competency issued the Everett City Board of Plumber Examiners. Section 12: Examination required : The City of Everett Board of Plumber Examiners, as established by Everett City Code 2. 16.040, shall issue Lawn Sprinkling Certificates of Competency to such persons as may be entitled thereto, and conduct examinations for the purpose of determining the competency and knowledge of drainage and lawn sprinkling work of persons who are required by this code to take such examina- tions . The Board of Plumber Examiners shall determine the character of the examination to be given any applicant and by majority vote accept or reject such applicant upon his showing as the case may be; provided, however, the character of such examination shall contain questions designed to determine the competency of the applicant as to proper installation of a lawn sprinkling system, keeping in mind that the purpose of this ordinance is to make available to those persons or firms the right to install lawn sprinkling installa- tions in those cases where such persons would be otherwise unable to do so for the reason that they would not qualify for a Master or Journeyman plumbers license as defined by Everett City Code 2. 16 et seq. being Ordinance No . 3839 as amended, and such examination should test the applicant ' s knowledge concerning the most serious risks of lawn sprinkling system installations affecting the contamination of potable water. -2-
