Section 13 : Appeals : The Evertt Board of Plumber Examiners shall constitute the Board of Appeals for the purposes of this ordinance . It shall be the duty of such board to pass upon the suitability of material used in lawn sprinkling system installations and methods of installation. Such board shall be authorized to hear the applications of individuals appealing from the determination of the City Plumbing Inspector denial of permits or the City Plumbing Inspector ' s interpretation of this ordinance . Further, applicants feeling aggrieved as a result of the examination required in Section 12 may appeal to such board for a review of such test and its results . Appeals may be taken to the board upon written application therefor upon such forms as the City Plumbing Inspector may establish and must be taken within ten days from notice of decision by the City Plumbing Inspector or other notice of decision as a result of the examination. Aplicants appealing to such board shall have the right to be heard before such agency at a time and place to be fixed by the secretary of such board. Decisions of said board shall be final. Section 14: Right of Entry. The Administrative Authnrit - and Assistants shall carry proper credentials of their respective office, upon exhibition of which they shall have the right of entry to inspect any and all premises in the performances of their duties . Section 15 : Administrative Authority and Assistants Whenever the term "administrative authority is used in this ordinance it shall be construed to mean the City Plumbing Inspector or his authorized representative . It shall be the duty of the Administrative Authority to administer and enforce the provisions of this ordinance in a manner consistent with the intent thereof, and shall inspect all lawn sprinkling and drainage work authorized by any permit to aesure compliance with provisions of this ordinance, or amendments thereto, approving or condemning said work in whole or in part as conditions require . Section 16: Application Fee . Every person applying for Lawn Sprinkler Certificate of Competency shall pay to the Secretary of the Board of Plumber Examiners at the time he makes application the following fees : Lawn Sprinkling Contractor ' s Certificate . . . .00 Lawn Sprinkling Mechanic ' s Certificate . . . . 2.50 Section 17: Issuance of Certificate of Competency The Board of Plumber Examiners shall issue Lawn Sprinkling Contractor' s or Lawn Sprinkling Mechanic ' s, as the case may be, Certificates of Competency to every person who makes applica- tion for such Certificate, pays the required fee and successfully passes the examination conducted by the Board of Plumber Examiners, provided however, that in lieu of an examination, the Board may issue such a certificate to any person who makes application therefor, pays the required fee and possesses and presents to the Board a valid Certificate of Competency or Qualification issued to him by any other governmental agency giving an examination the scope and character of which, in the opinion of the Board, is at least equal to that given by the Board of Examiners .
