306. On-call Construction Observation Support
At the direction of the City, Consultant will conduct on-site observations of the work in progress
to assist in determining if the work is proceeding in accordance with the contract documents.
Consultant will report to the City on activities performed by the contractor while onsite and advise
the City on work that does not meet the contract documents.
Consultant will prepare a report for each observation. Each report will detail the weather
conditions, observation hours, work description, discrepancies noted, discussions with contractor,
and any action items. Consultant will note the labor, equipment, and received materials. Specific
observations will also be included in additional detail when required, such as observation test
procedures. Photos may also be included.
Digital copies of the report will be submitted to the City for permanent file purposes.
This task does not include subconsultant observations. Those observations are included in their
respective sub-task in Task 310, Subconsultant Services.
Provided by the City
• The City will provide a full-time on-site inspector and will take the lead in administering
and managing the construction contract, on-site observations, and communicating with
the construction contractor.
• City will provide direction to Consultant regarding involvement in on-site observations.
Assumptions
■ For budgeting purposes, it is assumed that Consultant will conduct on-site observations in
support of the City's inspector once per week, totaling 99 on-site observations. Each site
visit is assumed to take an average of eight hours that includes time on-site and travel time.
Inspection data consolidation and analysis, report generation, and photo management are
expected to take about 1.5 hours per visit.
■ Special Inspections as required by IBC will be performed by a local materials inspection lab
hired by the City outside of this scope of work.
• Technical support by other Consultant subject matter experts will be provided as needed
via phone and email to support the field staff.
Consultant Deliverables
• Reports for each construction observation
City of Everett MURRAYSMITH Replacement of Reservoir 2
April 2021 7
G:\PDX_BD\Clients\Everett,WA1Reservoir 2 9-16(16-1910)1Scope-Fee-Contract\Const Supt.ServvExh A2-Everett Reservoir 2 Rplcmnt CSS Scope docx
