Before authorization is given by the Commission it shall conduct a public hearing and shall detamine whether such plans comply with the following conditions : 1. That the residence development will provide a desirable and stable environment in harmony with that of the surrounding neighborhood and will insure substantially the same type of occupancy; and that it will result in intensity of land uses and standards of open spaces in keeping with requirements and standards of the Ordinance in the zone in which the proposed development is located. 2. That the average lot area per dwellingunit, excluding areas occupied by streets, will be at least 8 0per cent of that otherwise required in the zone in which the development is located. 3. That off-street parking facilities are provided in accordance with the requirements of Section 17. 4. That there shall be provided play space for preschool children at the rate of 30 square feet for each dwelling unit. (15.04.250) SECTION 7: SPECIAL SIDE YARDS AND PROTECTIVE SCREENING All business, commercial and manufacturing uses - shall provi e a side yard of 12 feet when abutting or adjoining property in any "R" zone . All business, commercial and manufacturing uses shall provide protective screening not less than 72 inched in height when abutting or adjoining property in any "R" zone; such screening shall be 10 feet or more from the principal building on said adjoining property. (15.04.260) SECTION 8: YARDS : 1 . Corner Lots. Where side yards are required, corner lots shall provide 10 feet or more for the side yard adjoining the side street. 2. Front Yard. Where front yards are required, no building shall be hereafter erected or altered so that any portion thereof shall be nearer the front property line than the distance indicated by the depth of the required front yard, Font Yard Exceptions : Eaves, cornices, steps, terraces, platforms and porches, having no roof covering and being not over 42 inches high may be built within a front yard. 3. Side Yards. Where side yards are required, no building shall be hereafter erected or altered so that any portion thereof shall be nearer the side property line than the distance indicated by the depth of the required side yard.
