• URS, 2009. Eclipse Mill Road Pipeline Protection Project, Volume 2 of 2, Calculation Package,
dated May 2009. Prepared for the City. URS Project No. 33758986
• Earth Solutions Northwest(ESNW), 2013. Geotechnical Evaluation;Eclipse Neighborhood;
3300 to 3600 Chestnut Street;Everett, Washington, dated May 2, 2013. Report No. ES-
2598.04
• ESNW, 2015. Boring logs for B-101 through B-103, dated January 2015, and Test Pit logs for
TP-1 through TP-6, dated April 201 5.
We prepared a draft Summary of Settlement and Surcharge Analysis letter' for the project dated
June 12, 2015 that provided a summary of our settlement and surcharge analysis. GEI peer
reviewed our report and provided their review comments in a report dated July 28, 2015. We
have provided their original comments below, as well as our responses.
REVIEW COMMENT 1
The GeoDesign report does not identify the borings and test pits from previous reports that they
are relying upon in their design. These explorations should be shown on a site plan, discussed
in the report, and copies of the exploration logs should be included in the report appendices.
We assume that they are referring to the ESNW explorations summarized above.
RESPONSE TO REVIEW COMMENT 1
The borings and test pits we used in our evaluations are shown on the site plan on Figure 1.
Copies of the boring and test pit logs are presented in the Attachment of this letter. Our
comprehensive geotechnical report for the project will discuss the findings from these
explorations.
REVIEW COMMENT 2
GeoDesign should review the URS reports and include the subsurface information and settlement
evaluations in their report, specifically with respect to how the planned site development could
impact the existing utilities.
RESPONSE TO REVIEW COMMENT 2
After issuing our draft Summary of Settlement and Surcharge Analysis letter,we were provided a
copy of the URS report that primarily focuses on the City utility pipelines that cross the site. We
have reviewed the URS report and will include information from the report in the comprehensive
geotechnical report that we prepare for this project. Since the URS report already discusses the
impacts of future development on the City pipelines, we will not duplicate their work in our
report. It is our understanding that the City is responsible for maintaining their utility pipelines
that cross the site and that they considered the recommendations in the URS report before they
reviewed and approved the project grading plans.
' GeoDesign,Inc.,201 5.
