amec 411, <br /> t foster <br /> wheeler <br /> "clean" fill, which refers to soils that have a fines content of 5 percent or less (by weight) based on the <br /> soil fraction passing the U.S. No. 4 sieve. <br /> Import Fill and Wet Weather Fill Considerations: As discussed in Section 4.1 (Site Preparation—On- <br /> site Soils), the on-site soils would be difficult to reuse as structural fill during wet weather because of <br /> high silt content and moisture sensitivity.Alternatively, we recommend using a well-graded sand and <br /> gravel, such as "Ballast" or"Gravel Borrow" per WSDOT Standard Specification 9-03.9(1) and 9- <br /> 03.14, respectively, except that the percent passing the U.S. No. 200 sieve should be less than <br /> 5 percent. <br /> Concrete and Pavement Recycling: It is anticipated that the project will produce asphalt and concrete <br /> rubble. These materials, or similar imported materials, can be considered for reuse during project <br /> construction if they are pulverized to appropriate grain sizes. Recycled asphalt can be uniformly <br /> blended with base course materials in accordance with WSDOT Standard Specification 9-03.21(1)E <br /> and used below asphalt pavements. Recycled concrete can be substituted for up to 100 percent of <br /> base course materials, including crushed surfacing base course and gravel base, as well as gravel <br /> borrow for use as structural fill. Recycled concrete should be used in accordance with WSDOT <br /> 1 Standard Specification 9-03.21(1) B. <br /> 5.0 RECOMMENDED ADDITIONAL SERVICES <br /> ' The future performance and integrity of the structural elements will depend largely on proper site <br /> preparation, drainage, fill placement, and construction procedures. Therefore, monitoring and testing <br /> ' by experienced geotechnical personnel should be considered an integral part of the construction <br /> process. Consequently, we recommend the following additional geotechnical engineering services: <br /> 1. Review the final plans and specifications to verify that the geotechnical engineering <br /> recommendations have been incorporated properly. <br /> 2. Attend a pre-construction conference with the design team and contractor to discuss <br /> important geotechnical-related construction issues. <br /> 3. Observe all exposed subgrades after completion of stripping and any unforeseen <br /> overexcavations to confirm that suitable soil conditions have been reached and to <br /> determine appropriate subgrade compaction methods. <br /> 4. Monitor the placement of all structural fill and test the compaction of structural fill soils to <br /> verify their conformance with the construction specifications. <br /> 5.
