Not be disqualified from bidding on any public works contract under RCW 39.06.010 or <br />39.12.065(3); <br />e. Not be in violation relating to Wage Payments as defined in RCW 49.48.082 or any provision of <br />Chapters 49.46 or 49.52. <br />f. In accordance with the revised responsible bidder criteria in RCW 39.04.350, all businesses are <br />required to have training before contract award on public works projects. <br />To verify a contractor’s training status or exempt status, check the LNI Verify a Contractor website, using a <br />business name or UBI number. <br /> <br />2.7 NOTIFICATION OF USE OF SUBCONTRACTORS <br />A. The City must be informed if the awarded contractor intends to subcontract any portion of the <br />specified work. Any Subcontractors who provide service through this contract are required to <br />have a City of Everett Business License per Section 1.12. <br />B. If a subcontractor will be used at any point during the contract period, the contractor must verify <br />responsibility criteria for each subcontractor. At the time of subcontract execution, the contractor <br />must verify that each of its subcontractors meet the following bidder responsibility criteria: <br />1. At the time of subcontract bid submittal, have a certificate of registration in compliance <br />with Chapter 18.27 RCW. <br />2. Have a current state unified business identifier number. <br />3. Must not have an active exclusion in the System for Award Management (SAM). <br />4. If applicable, have: <br />a. Industrial insurance coverage for the subcontractor’s employees working in <br />Washington as required in Title 51 RCW; <br />b. An employment security department number as required in Title 50 RCW; <br />c. A state excise tax registration number as required in Title 82 RCW; <br />d. An electrical contractor license, if required by Chapter 19.28 RCW. <br />5. Not be disqualified from bidding on any public works contract under RCW 39.06.010 or <br />39.12.065(3). <br />6. If bidding on a public works project subject to the apprenticeship utilization requirements <br />in RCW 39.04.320, not have been found out of compliance by the Washington state <br />apprenticeship and training council for working apprentices out of ratio, without <br />appropriate supervision, or outside their approved work processes as outlined in their <br />standards of apprenticeship under chapter 49.04 RCW for the one year period <br />immediately preceding the date of the bid solicitation. <br />C. The City must be informed if the awarded contractor intends to subcontract any portion of the <br />scope of work. The awarded contractor must also provide proof of subcontractor responsibility to <br />the City.
