2021/06/30 Council Agenda Packet

City of Kirkland - Council - City Manager form of Government. At large. Meets twice a month. Discussion around when they will return to in person. Looking at September depending all that is going. Council will accept live spoken commentary under 'Items from the Audience' or 'Public Hearings' at regular meetings via Zoom audio/video on a computer or telephone connection. They do allow Zoom platform allowing public to provide visual presentations. They will remain in Hybrid mode. Live and in person will be allowed. Mayor and Deputy Mayor are selected among the council. Council comments are at the end of agenda after "Items from the Audience". Meetings are live streamed in their entirety. Also posted on YouTube, Facebook, and city website. Council must sign a City Council Social Media Disclaimer form. Pierce County Executive — Council Form of Government. Districts. Currently in discussion regarding in person meetings. Best case scenario, week of July 6. Going back into hybrid model. The Chambers was outfitted outside company, Avidex out of Renton, for Zoom to coordinate with PCTV. They are all connected now so both in person and zoom comment are allowed. No issues with participates using inappropriate language or incidents. Zoom operator moves people over to participate for comment, operator has ability to mute or remove. Coordinates with PCTV operator. No meetings are edited, livestreamed in their entirety. May have the option for staff to zoom in but prefer they be there in person. (still in discussion) Public may comment on each item on the agenda or participate in Citizens Forum at the end for anything not on the agenda. Council Reports referred to as "other business -announcements" just before the Citizen Forum at the end of agenda. City of Spokane Valley - Council - City Manager form of Government. Districts. Meets weekly. Currently in discussion about returning to in -person. Currently use Zoom platform. Did away with committees, conduct study sessions every other week. Also allows public participation. Must sign up by 4 p.m. day of meeting for any public comment if participating by zoom. All meetings published in their entirety no editing. Returning to in - person on July 6, 2021. Currently use Zoom platform but will no longer allow any remote participation after July 6. Did away with committees 6 years ago and now conduct study sessions every other week. Also allows public participation. Must sign up by 3 p.m. day of meeting for any public comment. 2 Date to Return to in -person, continue remote participation.
