1z <br />EVERETT <br />WASHINGTON <br />TO: Everett City Council Members <br />FROM: Brenda Stonecipher, Council President <br />DATE: June 28, 2021 <br />SUBJECT: Council Procedures Resolution 6890-A Discussion, <br />June 30, 2021 Council meeting. <br />Council Colleagues: <br />As you know, we are planning to discuss the Council's return to <br />"In -person" meetings and the related Council procedures at this <br />Wednesday's Council meeting. Deb Williams has provided the Council <br />with a summary of what other elected governing bodies are doing for <br />both reopening and how they receive public comments. (Other cities <br />policies including hyperlinks). Some thoughts and probing questions that <br />may help us have this discussion on Wednesday are provided below. <br />These are not the only questions/issues we will discuss on <br />Wednesday — please bring all your own questions to this <br />discussion! <br />Reopening Council Chambers for Public Meetings: <br />As of the time of this correspondence, it is possible for the Everett City <br />Council to resume meetings "In -person" in the Council chambers, while <br />following the Governor's limits on public assembly, masking, and social <br />distancing. Deb Williams conducted a phone survey of all <br />Councilmembers recently, which indicated we are all ready to return to <br />"In -person" meetings, with varying thoughts on the timing. We also <br />indicated a desire to explore hybrid meetings (i.e., both "In -person" and <br />remote participants). Several Councilmembers also indicated it would be <br />beneficial to continue to have one fully remote meeting per month, with <br />most thinking that the fourth/daytime meeting would make sense to be <br />a remote meeting. <br />1 <br />Council Procedures <br />In Person Meeting <br />June 30, 2021 Council Meeting <br />
