Questions for discussion: <br />• Should we return to the Council as soon as we can arrange to do so — <br />from a technical/facilities perspective and the perspective of how soon <br />we can communicate the change to the public? <br />• Should we wait to return to "In -person" meetings until some future <br />date and, if so, when and what criteria should we use to determine <br />when to do so? <br />• Should we continue to hold remote meetings on a regular scheduled <br />basis? On an ad hoc basis (e.g., during times of extreme weather, <br />pandemic, or other infrequently occurring events)? <br />• Should we try to accommodate hybrid meetings? If so, who should be <br />allowed to participate remotely and who should be required to be in <br />person: <br />o The public — observers have always had the opportunity to view <br />our meetings remotely online and on public TV; should we allow <br />those who are giving public testimony to do so remotely? If so, <br />should they be allowed to do it by phone, by video conferencing, by <br />other means? <br />o The city staff — should we allow staff who have items on our <br />agenda to participate remotely? What about staff who are making a <br />presentation to the Council? What about administrators who must <br />attend weekly? <br />o The Councilmembers — should we allow Councilmembers to attend <br />meetings remotely? If so, should this be unlimited? If a <br />Councilmember attends remotely, should they be allowed to vote on <br />items coming before the Council at that meeting for action? <br />City Council Rules of Procedure: At this Wednesday's meeting, we <br />will be discussion the following sections of Resolution No. 6890-A: <br />• Section 3: Meetings — Agenda — Order of Business <br />o Should we change the order of business? Other cities conduct public <br />comment and action items at the top of the agenda, reserving time <br />at the end of the agenda for mayor, administration, Council, and <br />other comments. If so, we would probably want to add Mayoral <br />appointments and swearing in ceremonies as a separate item. <br />o Keeping in mind that the purpose of our meetings is to conduct the <br />people's business in a way that is open and transparent to our <br />constituents, are there ways we should revise our agenda to better <br />meet the needs of the public? <br />o Are there any other streamlining measures we can take? <br />2 <br />Council Procedures <br />In Person Meeting <br />June 30, 2021 Council Meeting <br />
