• Section 5: Public Comment o Are our current rules on speaker identification and speaking time working? o Should we continue to allow the public to make comments remotely, even if our meetings are in person (i.e., hybrid)? o Should we allow public comment on items not on our agenda? If so, should the public need to register/request time in advance of the meeting, as other cities have done? o If we allow public comment in written format, how should we make those comments available to the broader public (we currently do not offer any method for others to see those written comments unless it is by FOIA request)? o What limitations if any, can and should we place on public comments at our meetings? • Section 6: Simultaneous Broadcast and Webcast o Should we continue to have our meetings broadcast? o What schedule should we consider for the rebroadcast on EVTV? o Are we doing enough to make our meetings available to the public? These sections are included for discussion now because they have a connection to the question of when and how to reopen our meetings in the Council chambers. Please note that we will discuss Section 11 on Council Subcommittees sometime after the end of August, when we will have experienced six months of our pilot of the collaborative leadership model. In the interest of time, we will not be discussing other sections of these procedures at this week's meeting, but I am more than happy to hear from Councilmembers about other procedural topics that they would like to discuss at a future meeting.
