The Consultant assumes the City will lead the NEPA and SEPA interagency coordination, but the <br />Consultant will prepare all required forms, mapping, exhibits and documentation. <br />Consultant Deliverables <br />Draft NEPA and SEPA responses based on the preferred alternative <br />Task 1-6 —Public and Stakeholder Involvement <br />The Consultant understands that the City will lead the public and stakeholder outreach. The Consultant <br />will provide material support for the outreach and deliver a "turn key" outreach program and materials for <br />the City to prepare and present to stakeholders. AcutanzaSTS (a DBE firm) will be a partner in the <br />development and preparation of stakeholder involvement programs and materials and is described in the <br />supplemental attachment to this Scope, Attachment A-1: Public & Stakeholder Engagement and <br />Community Outreach Outreach scope elements, described in more detail in the attachment, include: <br />• A branding concept for the project <br />• Assistance with development of a stakeholder list based on information provided by the City <br />• A project mailing list <br />• A project website <br />• A project briefing kit <br />The City will arrange for and provide the invitations for a stakeholder kickoff meeting. The Consultant and <br />AcutanzaSTS will assist the City with preparing materials for the kickoff meeting and attend the meeting, <br />assumed to be a virtual meeting based on current public health guidance, to support the City. The goal of <br />the stakeholder kickoff meeting will be to gain consensus on a project vision, present the plans for future <br />stakeholder engagement, and identify any early concerns that should be incorporated into the <br />development of alternatives and evaluation to identify a preferred alternative. <br />Engagement with WSDOT and the teams developing the US 2 interchange planning projects will be <br />included in the stakeholder involvement task. The City will lead the outreach, with the Consultant and <br />AcutanzaSTS providing meeting preparation support and attendance. Meetings with WSDOT may be <br />combined with other stakeholder outreach at the City's discretion. <br />A second stakeholder meeting is anticipated following the development of alternatives and selection of a <br />preferred alternative, but prior to advancement to 30% design (Task 1-5). The second stakeholder <br />meeting is intended to include a wider range of the public, including residents along the corridor, those <br />experiencing homelessness who may be affected by changes in the corridor, as well as stakeholders <br />identified for the initial outreach meeting. The second meeting may be a multi -day process and is <br />anticipated to include in -person field exercises. The second stakeholder meeting may include <br />demonstration projects, corridor walks, and other in -person public engagement. The goal of the second <br />meeting is to revisit project progress with the stakeholders and confirm incorporation of their concerns, <br />but to also engage the public and gather feedback on the project progress so far. The Consultant's <br />supporting materials for the second stakeholder meeting will emphasize that the project design is not "set" <br />and further public input is welcome and may be incorporated where feasible. <br />A third stakeholder meeting will be conducted at the City's Transportation Advisory Committee (TAC) <br />meeting. Consultant support for this meeting is anticipated to include any exhibits prepared for the <br />previous meetings as well as a summary of stakeholder and public feedback provided during the previous <br />meetings. The Consultant is not expected to attend the TAC meeting. <br />The Consultant will support the City project manager in preparing for, including preparation of exhibits, <br />presentations and handouts, City Council and TAC updates, as required. <br />tra n po group rthr <br />Page 7 <br />
