Submittal of a PFA to WSDOT may require submittal of this design documentation. A separate design documentation will not be provided for the WSDOT and City's purposes. Formatting and design information requirements for the WSDOT PFA will govern the content provided by the Consultant for the design documentation. Consultant Deliverables ® Technical memorandum (PDF format) of design documentation at 90% design • Technical memorandum (PDF format) of design documentation at 100% design 2.5-2 NEPA and SEPA Documentation As part of the project documentation, the Consultant will assist the City with completing NEPA and SEPA documentation that was initiated in Task 1-6 3 Updated information related to project details will be added to the categorical exclusion documentation provided to the City. The Consultant will respond to up to two (2) rounds of comments from WSDOT on the NEPA documentation and the City of Everett on the SEPA documentation of the project within this scope. Further comments may result in additional scope and fee. Consultant Deliverables • Draft and Final NEPA Documentation • Draft and Final SEPA Documentation 2.5-3 Cultural Resources Supporting the NEPA and SEPA documentation, as well as the geotechnical investigation, the Consultant will provide, through a subconsultant, cultural resources assessments and mitigation plans, if necessary, for any subsurface objects of significance discovered through the design in Phase 2 Task 2-6 100% Final Design The 100% package will include completed drawings, special provisions, and the final Engineer's estimate. The Consultant and subconsultants will address any final outstanding design issues and respond to comments. The 90% PS&E Plan submittal comments will be incorporated into the submittal. The Consultant will make no further changes to the documents and plan design following completion of this task without the approval of the City. Consultant Deliverables • • • • Comment response letter/matrix from 90% submittal. One electronic PDF copy of Final Plans. Each sheet shall be stamped and signed by the Consultant and the City project manager. Cost estimate in Excel format. Special provisions (except Division 1) in Word format. Final electronic CAD files. Task 2-7 Public and Stakeholder Involvement During Phase 2, public and stakeholder involvement will be less than in Phase 1 but will still be an important component of the project.
