010 . f <br /> b. The apartments lacked required fire resistive separation by the absence of fire resistive <br /> materials. One of the units inspected had a hole around the heater which would allow a <br /> fire to quickly pass from one unit to another. <br /> c. The basement apartments lacked code compliant headroom,bedroom escape and rescue <br /> openings, and the south basement apartment lacked sufficient plumbing fixture <br /> clearances. <br /> d. The gas fired appliances installed in the north basement apartments were poorly vented <br /> and lacked adequate code required combustion air. <br /> e. The central heating system installed in the structure had failed and the occupants were <br /> using space heaters to provide heat to their apartments. <br /> f. The single hot water heater was too small to serve the demands of five occupied <br /> apartments and was installed in an enclosed area without required venting. <br /> g. The structure and all five apartments were served by a single 200 amp electrical service. <br /> h. Smoke alarms and carbon monoxide detectors were missing and/or non-functioning in <br /> some of the apartments. <br /> i. Exposed wires were left near the furnace and hot water heater and electrical outlets had <br /> been installed in prohibited locations. <br /> According to the Snohomish County tax records the residential structure was originally built a <br /> in 1906 as a two-story single-family residence with a basement. Permits for the conversion <br /> to a multiple family residence had never been applied for or obtained. The structure had <br /> been heavily altered from its original approved use as a single-family structure to a five unit <br /> multiple family structure. On February 12, 2018,the City issued a violation citation to the Respondents for violations L <br /> of: International Property Maintenance Code (IPMC) 106.1 Unlawful Acts as adopted by <br /> EMC 16.005.010; IPMC 108.1.2 Unsafe Equipment Acts as adopted by EMC 16.005.010; <br /> IPMC 108.1.3 Structure Unfit for Human Occupancy as adopted by EMC 16.005.010; <br /> IPMC 108.1.4 Unlawful Structure as adopted by EMC 16.005.010;International Residential <br /> Code(IRC)R105.1 Permit Required as adopted by EMC 16.005.010; and Everett Municipal <br /> Code(EMC) 19.41.030 (A)and(B)Enforcement,Violation, and Penalties. Copies of the <br /> violation citation were mailed via first class and certified mail to the Respondents' last <br /> known address,which Officer Cunningham obtained from Snohomish County Assessor's <br /> record. A copy of the violation citation was posted on the subject property.
