connections extending alon, a street on which there is no main, the cost of material and labor shall be estimated by the Super- intendent and the estimated cost shall be paid to the Water Department by the person applying for such installation, before the work of connecting the main with the property is begun. Pro- vided, that whenever the estimated cost is not sufficient to cover the total expense for labor and materials, the deficit shall be charged to the property for which such installation was made and to the owner thereof, and provided further, that any excess payment shall be returned to the person applying for the install- ation. Section 35: Turning on water without permission. Any person turning water on to any premises after it has been shut off by the Superintendent of the Water Department shall deemed guilty of a misdemeanor. The water will be shut off and will not be turned on again until all charges have been paid. Section 36: Plumbers. No person or persons not employees of the Water Department shall be allowed to tap any water main or put in service pipes between said water main and service cock, or to connect pipes where they have been disconnected, or to turn water off on any .premises or turn water on. Section 37: Accounts. All accounts for water shall be kept in the name of the owner of the premises when known, and all charges shall be made against the premises as well as the owner thereof. No change of ownership or occupancy shall affect the application of this section. All delinquent notices or communications shall be sent to the house and street number regardless of who pays water rate. Section 38: Collections of Accounts. Water rates, except for meters, shall be due and payable in advance on the first day of each month. Rebates will be made by the Water Department for vacancies or removals where rates are paid in advance, when notice in writing is given of such vanancy or removal. Meter rates will be due and payable on or before the tenth of the month following that in which the water was supplied. All charges for water shall be payable at the Office of the Water Department to the City Treasurer. If water rates are not paid within said time, they shall become delinquent and the water may be immediately shut off from the premises or any tenant or occupant of the same until all arrears are paid, together with a charge of fifty cents (500') for the expense of inspection and shutting off and turning on the water. Section 39: Service Protection. All pipes must be laid not less than twenty-four inches (24") below the surface of the ground on private property and not less than thirty inches (30") on public property. No work shall be covered up until it has been inspected and accepted by the Water Department. Section 40: Dormant Services and Change in Size: When any circumstance or condition arises where it is desired to increase the size of or change the location of the old service connection or where a service connection to any premises -12-
