connections extending alon, a street on which there is no main, <br /> the cost of material and labor shall be estimated by the Super- <br /> intendent and the estimated cost shall be paid to the Water <br /> Department by the person applying for such installation, before <br /> the work of connecting the main with the property is begun. Pro- <br /> vided, that whenever the estimated cost is not sufficient to <br /> cover the total expense for labor and materials, the deficit shall <br /> be charged to the property for which such installation was made <br /> and to the owner thereof, and provided further, that any excess <br /> payment shall be returned to the person applying for the install- <br /> ation. <br /> Section 35: Turning on water without permission. <br /> Any person turning water on to any premises after it has <br /> been shut off by the Superintendent of the Water Department shall <br /> deemed guilty of a misdemeanor. The water will be shut off and <br /> will not be turned on again until all charges have been paid. <br /> Section 36: Plumbers. <br /> No person or persons not employees of the Water Department <br /> shall be allowed to tap any water main or put in service pipes <br /> between said water main and service cock, or to connect pipes <br /> where they have been disconnected, or to turn water off on any <br /> .premises or turn water on. <br /> Section 37: Accounts. <br /> All accounts for water shall be kept in the name of the <br /> owner of the premises when known, and all charges shall be made <br /> against the premises as well as the owner thereof. No change of <br /> ownership or occupancy shall affect the application of this <br /> section. All delinquent notices or communications shall be sent <br /> to the house and street number regardless of who pays water rate. <br /> Section 38: Collections of Accounts. <br /> Water rates, except for meters, shall be due and payable <br /> in advance on the first day of each month. Rebates will be made <br /> by the Water Department for vacancies or removals where rates are <br /> paid in advance, when notice in writing is given of such vanancy <br /> or removal. Meter rates will be due and payable on or before the <br /> tenth of the month following that in which the water was supplied. <br /> All charges for water shall be payable at the Office of the Water <br /> Department to the City Treasurer. If water rates are not paid <br /> within said time, they shall become delinquent and the water may <br /> be immediately shut off from the premises or any tenant or <br /> occupant of the same until all arrears are paid, together with a <br /> charge of fifty cents (500') for the expense of inspection and <br /> shutting off and turning on the water. <br /> Section 39: Service Protection. <br /> All pipes must be laid not less than twenty-four inches <br /> (24") below the surface of the ground on private property and not <br /> less than thirty inches (30") on public property. No work shall <br /> be covered up until it has been inspected and accepted by the <br /> Water Department. <br /> Section 40: Dormant Services and Change in Size: <br /> When any circumstance or condition arises where it is <br /> desired to increase the size of or change the location of the old <br /> service connection or where a service connection to any premises <br /> -12- <br />
