is abandoned (for 5 years or more) or n.o longer used, the Water <br /> Department shall cut out or remove such service connection, after <br /> which should a service connection be required to said premises, <br /> a new service shall be placed only upon the owner making appli- <br /> cation and paying for a new tan in the regular manner. When the <br /> service connection of any premises does not come from a main in <br /> front of said premises, the Water 1'epartment shall, when a main <br /> is laid in front of said premises, after notifying the owner or <br /> tenant thereof, transfer the service connection to the new main <br /> (without charge) and at the same time cut out the old service <br /> connection. <br /> Section 41: Bonds. <br /> Such employees of the Everett Water Department as the <br /> Council may determine by ordinance, shall furnish and file bonds <br /> in the amount fixed by such ordinances. <br /> Section 42: Condemned Buildings. <br /> Whenever the building inspector shall report in writing to <br /> the Water Superintendent that any building has been condemned by <br /> him as a structure not habitable and dangerous to human life, and <br /> whenever the Health Officer shall report in like manner to said <br /> Superintendent that any building has been condemned by him as <br /> unsanitary and not fit for human habitation, said Superintendent <br /> shall at once shut off the water from said building and not pep-+ <br /> mit it to be turned on again until the building has been made safe <br /> or sanitary, as the case may be, which conditions must be reported <br /> to the Superintendent by the Building Inspector or health Officer <br /> as soon as it exists. <br /> Section 43: On and Off Order. <br /> Should it be desired to have the water turned on after it <br /> has been shut off, or where new services have been put in and <br /> plumbing is completed, a written order by the owner or his auth- <br /> orized agent must be given to the Water Department after which <br /> the water will be turned on, providing there are no defective or <br /> leaking faucets, closets, or fixtures, and when such may be <br /> discovered the water will be shut off. <br /> Section 44: Rates for Eleemosynary Institutions. <br /> That all eleemosynary institutions and hospitals of more <br /> than twenty (20) beds shall be charged one-half of the regular <br /> metered rate. This rate does not amply when a building is <br /> occupied by two or more tenants unless the organization entitled <br /> to the reduced rate has a separate service. <br /> Section 45: Meters Supplying Lomestic, Commercial, Man- <br /> facturing and Fire Service Lines within the City Limits. <br /> For the purpose of these rules and regulations, a 2" ser- <br /> vice is considered the maximum standard size for domestic, <br /> commercial and manufacturing uses. Services larger than 2" shall <br /> be considered fire protection services. The owner of the pro- <br /> perty shall pay the cost of meter, material and labor used in <br /> installing fire service lines. The meter pipe and appurtenances <br /> to the main shall be maintained by the Water Department as set <br /> forth in Section 19. <br /> The cost of all meters up to and including 2" sizes is <br /> borne by the City. <br /> The City shall credit to the cost of a fire protection <br /> service a sum equal to the cost of a 2" meter, provided that all <br /> -13- <br />
