water used is served through this one metered service. Where a single premises is served by two or more meters, the monthly minimum charge for water shall be the total combined established minimum for the several meters, and the rate for water consumed each month shall be based upon the total consump- tion as shown by the combined reading of the several meters, pro- vided, that this same service could be rendered by one meter of a larger capacity. The estimated cost of said installation shall be deposited with the Water Department. After an application has been signed and deposit has been accepted by the Superintendent, the work will then be performed. Section 46: Meters. All meters shall be of a standard size and design and approved by the Superintendent and each meter before it is install- ed shall be separately examined, tested and approved. A meter shall be installed on any flat rate service, where, in the opinion of the Superintendent, water is being wasted, or where more water is being consumed than is being paid for on the flat rate schedule. A meter shall be installed on all services larger than three-quarter inch (3/4" ) ; except where static pressure is less than 20 pounds, a larger unmetered service may be installed at the discretion of the Superintendent. Meter Box Covers and Service cock Covers shall be kept free from obstructions. All persons are prohibited from piling rubbish or building material thereon. Section 47: Meters - Testing. In the event of a meter getting out of order and failing to register, consumer shall be charged at the average daily consump- tion as shown by the meter when in order. Meters shall be taken out and tested free of charge to the consumer once every three years, and may be tested oftener than at said three yearly period upon the request of the consumer in writing, and shall be tested in his presence in the shops of the Liter .'epartment and a report thereon be duly made. Both parties to the test must accept the findings so made. If the test discloses an error against the consumer of more than 3 per cent in the meter' s register, the excess in the three previous readings shall be credited to the consumer' s meter account and the Water Department shall bear the entire expense of the test and the deposit required as hereinafter prescribed shall be returned. But when no such error is found the person who has requested the test shall pay the charge of making such test. Before making a test of any meter the person requesting such a test shall, at the time of filing his request with the Department, make a deposit with the City Treasurer of the amount charged for such test, subject to the conditions herein stated, which charges are filed as follows: For testing one-half inch meters to three-quarter inch meters, inclusive, One Dollar. For testing one inch meters to one and one-half inch meters, inclusive, One Dollar and Fifty Cents. For testing two inch meters to three inch meters, inclusive, Two 1'ollars. For testing meters above three inch, the actual cost of making above test is estimated by the boater Superintendent. No meter shall be removed or in any way disturbed or the seal broken except in the presence of the proper authorities. -14-
