• Section 7: The City Treasurer shall be custodian of the Water Department Funds. Section 8: The system of financing improvements, renewals and extensions of the Everett Water Department shall be as follows: LATERAL LINES No line shall be considered a lateral line in the distribution system which is smaller than a 3" line. All lines smaller than 3" shall be considered temporary lines and shall be installed and maintained by the property owner. Excepted from this provision are 2" lateral lines installed previous to the effective date of this ordinance. All lateral lines shall be paid for by local im- provement assessments or cash payments to be levied upon the pro- perty benefitted, subject to credits as hereinafter set forth. By the term "standard lateral line" is meant six inch pipe line including fire hydrants from which service connections are made to adjacent property. (1) The ownership of all water mains and extensiors thereof in public streets shall be vested solely in the Everett Water Department, and the person or persons responsible for the construction of such mains or extensions shall relinquish all in- terest in the ownership of such mains or extensions upon accept- ance by the Everett Water Department. (2) Where lateral lines are in place and still giving service, and by reason of paving, it becomes necessary to replace them with a more durable or larger pipe, a dual system of laterals, may be installed, a six (6) inch and a three (3) inch, or of pipes of larger size, which shall be cross connected at suitable intervals and shall include all valves, hydrants, fittings, drains, and appurtenances to make a complete improvement, the cost of replacement up to and including 6 inch main shall be paid by the improvement district, and shall be credited thereon the accrued depreciation of lines replaced. Depreciation shall be computed at a five (5%) per cent per annum rate. SYSTEM IMPROVEMENT LINES All system improvement lines shall be paid for by the water system, as hereinafter set forth. By "system improvement lines" is meant lines constructed for the purpose of improving the distribution system as a thole or in part and not used as lateral; provided, however, that where lines of more than six inches in diameter, used as feeders and also as laterals, are installed, the expense of construction thereof shall be pro-rated as follows, to the property there shall be charged an amount equal to the cast of installing a six inch lateral line, including hydrants, and the water system shall bear all cost in excess thereof. Whenever such a line shall be "Replaced" as hereinafter described, the property shall bear the cost of a six inch standard lateral, and shall be credited its proportionate part of the accrued depreciation of the old line. RENEWALS Renewals of lateral lines and standard lateral lines shall be made at the expense of the Water System. By the term "Renewals" is meant the rebuilding of lines previously installed which have become useless through depreciation. -2-
