• <br /> Section 7: The City Treasurer shall be custodian of the <br /> Water Department Funds. <br /> Section 8: The system of financing improvements, renewals <br /> and extensions of the Everett Water Department shall be as follows: <br /> LATERAL LINES <br /> No line shall be considered a lateral line in the <br /> distribution system which is smaller than a 3" line. All lines <br /> smaller than 3" shall be considered temporary lines and shall be <br /> installed and maintained by the property owner. Excepted from <br /> this provision are 2" lateral lines installed previous to the <br /> effective date of this ordinance. <br /> All lateral lines shall be paid for by local im- <br /> provement assessments or cash payments to be levied upon the pro- <br /> perty benefitted, subject to credits as hereinafter set forth. <br /> By the term "standard lateral line" is meant six inch pipe line <br /> including fire hydrants from which service connections are made to <br /> adjacent property. <br /> (1) The ownership of all water mains and extensiors <br /> thereof in public streets shall be vested solely in the Everett <br /> Water Department, and the person or persons responsible for the <br /> construction of such mains or extensions shall relinquish all in- <br /> terest in the ownership of such mains or extensions upon accept- <br /> ance by the Everett Water Department. <br /> (2) Where lateral lines are in place and still <br /> giving service, and by reason of paving, it becomes necessary to <br /> replace them with a more durable or larger pipe, a dual system of <br /> laterals, may be installed, a six (6) inch and a three (3) inch, <br /> or of pipes of larger size, which shall be cross connected at <br /> suitable intervals and shall include all valves, hydrants, fittings, <br /> drains, and appurtenances to make a complete improvement, the cost <br /> of replacement up to and including 6 inch main shall be paid by <br /> the improvement district, and shall be credited thereon the <br /> accrued depreciation of lines replaced. Depreciation shall be <br /> computed at a five (5%) per cent per annum rate. <br /> SYSTEM IMPROVEMENT LINES <br /> All system improvement lines shall be paid for by <br /> the water system, as hereinafter set forth. By "system improvement <br /> lines" is meant lines constructed for the purpose of improving <br /> the distribution system as a thole or in part and not used as <br /> lateral; provided, however, that where lines of more than six <br /> inches in diameter, used as feeders and also as laterals, are <br /> installed, the expense of construction thereof shall be pro-rated <br /> as follows, to the property there shall be charged an amount <br /> equal to the cast of installing a six inch lateral line, including <br /> hydrants, and the water system shall bear all cost in excess <br /> thereof. Whenever such a line shall be "Replaced" as hereinafter <br /> described, the property shall bear the cost of a six inch <br /> standard lateral, and shall be credited its proportionate part of <br /> the accrued depreciation of the old line. <br /> RENEWALS <br /> Renewals of lateral lines and standard lateral lines <br /> shall be made at the expense of the Water System. By the term <br /> "Renewals" is meant the rebuilding of lines previously installed <br /> which have become useless through depreciation. <br /> -2- <br />
