Phase I Environmental Site Assessment Page 7 August 28,2020 <br /> 4808 Evergreen Way,Everett,Washington RG1 Project No.2020-382-1 <br /> ➢ A chimney flue was located in the boiling room,as well as old copper piping, which appear <br /> to have serviced a former oil-burning furnace (Photograph 18). The current furnace uses <br /> natural gas. <br /> ➢ Minor petroleum staining was observed on the concrete floor of the auto repair garage. <br /> The concrete floor appeared to be in good physical condition with no visible deterioration <br /> or cracking. The staining is de-minimis and is not considered a REC. <br /> - Two large overhead natural gas furnaces were located in the auto repair shop <br /> (Photographs 12 & 14). <br /> i> A loading ramp and roll-up garage door was observed next to the ASTs and stored drums, <br /> which allowed access to the auto repair shop from the west-adjoining alley (Photograph <br /> 14). <br /> In summary, based on our interior observations during reconnaissance, no staining, adverse <br /> odors, or any other indications of improper storage or release of hazardous substances or <br /> petroleum products was observed inside the inspected areas of the building, except for those <br /> outlined above. <br /> RECs observed during RGI's inspection of the interior include the following: full oil-water <br /> separator of unknown contents, two closed-in-place hydraulic hoists, and former auto-repair <br /> activities. <br /> BERs observed during RGI's inspection of the interior include the following: two partially full <br /> approximately 300 gallon ASTs containing motor oil, 55-gallon drums of unknown content with <br /> and without secondary containment. <br /> 4.4 POLYCHLORINATED BIPHENYLS(PCBS)OBSERVATIONS <br /> The Environmental Protection Agency (EPA) considers PCBs to be a possible human carcinogen. <br /> The Toxic Substance Control Act of 1976 prohibited any manufacturing of PCBs in the United <br /> States after January 1, 1979. <br /> PCBs have historically been used in the manufacture of electrical or other hydraulic equipment <br /> (for example, transformers, elevators, trash compactors, hoists), building materials (caulking, <br /> insulation), and building fixtures (for example, light ballasts, light bulbs, thermostats). Under 40 <br /> CFR 761.3, the mineral oil contained in untested transformers is assumed to be "PCB- <br /> contaminated" (50 to 499 parts per million PCB). The continued use of this equipment is <br /> authorized by the EPA. Per ASTM E1527-13, this section does not evaluate light ballasts. <br /> Two single-post in-ground hydraulic hoists were installed in 1969 that appear to have been <br /> closed-in-place (Photograph 17) instead of being removed from the Property. . <br /> No other indications of PCB-containing equipment or suspect electrical or hydraulic equipment <br /> were observed on the Property. <br /> 4.5 UNDERGROUND AND ABOVEGROUND STORAGE TANKS(USTs AND ASTs)OBSERVATIONS <br /> RGI's UST and AST survey included a reconnaissance of the Property to identify indications of <br /> existing or former USTs or ASTs, such as vent pipes, fill pipes, product lines, concrete pads, or <br /> asphalt patches (see Section 6.2 for a discussion of municipal records). <br /> 1Mi <br /> 1 �- <br /> RILEYGROUP <br />
