Phase I Environmental Site Assessment Page 8 August 28,2020 <br /> 4808 Evergreen Way,Everett,Washington RGI Project No.2020-382-1 <br /> Two ASTs currently occupy the interior of the auto garage, both partially filled with motor oil and <br /> without secondary containment. (Photographs 14 & 15). The furnace for the building at the <br /> Property also appeared to have replaced a former heating oil furnace, based on the presence of <br /> older copper tubing left in the boiler room (Photograph 18) and the chimney flue observed in the <br /> boiler room and attic. <br /> The type of fuel storage for this oil burner (AST or UST) was not identified or observed during <br /> reconnaissance. There is a potential for a UST associated with the former heating oil furnace at <br /> the Property. The presence of the two partially-full motor oil ASTs without secondary <br /> containment is considered a BER. <br /> 5 INTERVIEWS <br /> RGI interviewed knowledgeable parties regarding the Property and its setting. Our interview <br /> findings are summarized below. Findings from the interview process may also be incorporated in <br /> other sections of this Phase I ESA. <br /> 5.1 CURRENT OWNER <br /> Mr. Gary Micallef completed an ASTM E1527-13 User Questionnaire on August 15, 2020 on <br /> behalf of the owner Cascade Ridge Properties, LLC (Section 3.4.1). Mr. Micallef was unaware of <br /> any environmental concerns,conditions,or limitations associated with the Property. Mr. Micallef <br /> indicated no knowledge of the presence or likely presence of contamination at the Property.Any <br /> other information provided to RGI by Mr. Micallef has been incorporated elsewhere in this Phase <br /> I ESA. <br /> 5.2 PREVIOUS OWNER(S) <br /> Contact information for the previous owners of the Property was not provided to RGI. <br /> 5.3 OCCUPANT <br /> The Property is currently vacant. <br /> 6 GOVERNMENTAL REGULATORY AND MUNICIPAL RECORDS REVIEW <br /> RGI's federal, state, and local governmental regulatory and municipal records review and <br /> discussion of findings are presented below. <br /> 6.1 FEDERAL AND STATE REGULATORY RECORDS SEARCH AND FILE REVIEW <br /> RGI reviewed federal and state records in a search for properties with existing and/or potential <br /> environmental liabilities. Environmental Risk Information Services (ERIS) out of Ontario, Canada <br /> performed the records search on August 11, 2020. All records reviewed used search radii in <br /> accordance with ASTM E1527-13. <br /> A copy of The ERIS Database Report is included in Appendix D. <br /> If the Property and/or adjoining properties were listed on any of the reviewed environmental <br /> regulatory databases, RGI requested to review their Washington State Department of Ecology <br /> (Ecology) files. Any available and reasonably ascertainable regulatory agency records are further <br /> discussed in Sections 6.1.1 and/or 6.1.2 below, as applicable.
