Phase I Environmental Site Assessment Page 9 August 28,2020 <br /> 4808 Evergreen Way,Everett,Washington RGI Project No.2020-382-1 <br /> 6.1.1 THE PROPERTY <br /> The Property is listed on the following four databases tracked by Ecology: ALL SITES, FINDS/FRS, <br /> RCRA NON GEN, and UST. The RCRA NON GEN database tracks facilities that do not currently <br /> generate hazardous waste, and the ALLSITES and FINDS databases track facilities that are of <br /> interest to Ecology for their potential to impact the environment.These three listings are related <br /> to the operations at the Property by Hyundai of Everett. The UST database is maintained by <br /> Ecology to monitor facilities that maintain regulated USTs.The UST listing is related to operations <br /> at the Property by Winner Lincoln Mercury. <br /> Available details for the RCRA NON GEN indicate that inspections of Hyundai of Everett on <br /> October 12, 2005 and March 30, 2006 resulted in the facility being listed as a 'Large Quantity <br /> Generator' of ignitable waste containing benzene. On all other inspections there were classified <br /> as 'Not a Generator'. Inspections of Brien Motors Bargaintown at the Property on December 31, <br /> 1994, March 15, 1997, March 2, 1998, August 20, 1998, and February 4, 2000 resulted in the <br /> facility being listed as a 'Small Quantity Generator' of ignitable waste containing benzene on <br /> those occasions. On all other inspections the facility was classified as 'Not a Generator'. Given <br /> the historic handling and disposal practices of hazardous materials at the Property is unknown, <br /> the presence of an auto repair facility at the Property from 1969 to present that is documented <br /> as a generator of hazardous ignitable waste containing benzene between 1994 and 2000 that <br /> was only documented after being brought to the attention of regulatory authorities is <br /> considered a REC. <br /> Details of the UST database listing indicated it is related to System ID#1039. The Property owner <br /> indicated that a UST was removed on August 21, 1990 after 12 years of service. They indicated <br /> that the UST (UST System ID #1039) contained 500 gallons of fuel. Information provided by <br /> Ecology for UST System ID #1039 (Facility Site ID #55963756) indicate that two steel USTs <br /> (identified as Tank 1 and Tank 2) were removed from the Property, and that at least the initial <br /> UST for the system was installed on December 31, 1964, which is generally a placeholder date in <br /> the database when the installation date of a UST is unknown and is not indicative of the actual <br /> installation date (Appendix D). Tank 1 was noted to have contained leaded gasoline, and Tank 2 <br /> contained used motor oil, both with a potential capacity range of 111 to 1,100 gallons. It is <br /> possible the waste oil UST listed was used as fuel for the former heating oil furnace at the <br /> Property. <br /> RGI requested all Ecology records associated with the Property on August 7, 2020, however a <br /> response has not been received as of the release date of this report. No records were found that <br /> indicate the USTs had been decommissioned, and no records were found regarding soil or <br /> groundwater quality in the vicinity of the USTs at that time. Therefore, the former presence of <br /> USTs at the Property is considered a REC. <br /> 6.1.2 ADJOINING PROPERTIES <br /> Claremont Village Shopping Center, with Former Shell Fuel Station and Former Bella Cleaners, <br /> 4805-4933 Evergreen Way, Cleanup Site#12634 (Cleanup Started). <br /> The Claremont Village Shopping Center is listed on the following databases tracked by Ecology: <br /> ALL SITES, CSCSL, DRYCLEANERS, ICR, and VCP. The CSCL listing tracks confirmed or suspected <br /> contaminated sites known to Ecology, and is related to a documented release the property from <br /> I MI <br /> 1 �- <br /> RILEYGROUP <br />
