Phase I Environmental Site Assessment Page 10 August 28,2020
4808 Evergreen Way,Everett,Washington RGI Project No.2020-382-1
Bella Cleaners. The DRYCLEANERS database tracks registered dry cleaning facilities, which has
tracked Claremont Village Shopping Center since 2015 due to the release from Bella Cleaners.
The ICR and VCP listings are related to the remedial actions at Claremont Village both through
participation in the Voluntary Cleanup Program and through reports provided to Ecology from
independent cleanup actions.
Former Shell Fuel Station, 4805 Evergreen Way, Facility ID#76523696.
Former Shell fuel station is listed on the following databases tracked by Ecology: ALL SITES,
FINDS/FRS, and UST. Information available online indicates that these listings are related to the
former fuel station located at the adjoining property, and UST System ID #6249. UST System
#6249 is listed as inactive, with four USTs having been removed on August 6, 1996 and installed
on January 1, 1966.Two of the USTs are listed as having contained leaded gasoline, and the other
two are listed as unleaded gasoline. Information provided by Ecology (Incident ID# 653809)
indicates that a closure report for removal of the four USTs documented oil-range organics(ORO),
lead, and tetrachloroethylene (PCE) above Method A levels at this location.
Bella Cleaners, 4851 and 4925 Evergreen Way, Facility ID#3183.
Bella Cleaners Everett and Phillips Edison & Company Everett are listed on the ERTS and SPILLS
databases tracked by Ecology, both addressed at 4805-4933 Evergreen Way, at what is now
referred to as the Claremont Village Shopping Center. The ERTS database tracks incidents and
activities of interest to the department of Ecology, and the SPILLS database tracks known spills
or releases reported to Ecology. The ERTS listing (Incident ID#653809) is related to reporting the
discovery of a release by Bella Cleaners dated September 17, 2014. The incident details provide
a follow-up comment dated December 17, 2014 which includes a portion of an environmental
investigation of the Claremont Village Shopping Center property (Apex, 2014) and indicates the
following details:
• "The property has a current and former drycleaners (one operated 1962-1975 at space 4851,
currently occupied by Wild Birds; Bella Cleaners has operated since 1994 at space 4925), and
that Bella Cleaners used PCE in a closed loop dry-cleaning system."
• "Three discrete soil samples (approximately 20, 40, and 60 ft bgs) and one grab groundwater
sample were collected from each of five exploration points, two each near Les Schwab and
Wild Birds and one by Bella Cleaners. Groundwater was encountered at 40-60 ft bgs. Two
grab soil samples were collected beneath the slab of Bella Cleaners. All soil and groundwater
samples were analyzed for VOCs. The samples collected near Les Schwab were also analyzed
for TPH. Two subslab vapor samples each were collected near Wild Birds and Bella Cleaners.
Two soil vapor samples were collected near Les Schwab and one was collected near Wild
Birds. Vapor samples were analyzed for VOCs."
• "[Petroleum hydrocarbons] were not detected in soil near Les Schwab. [Diesel-range
organics] were detected at concentrations below Method A in groundwater. The following
VOCs were detected at concentrations below Method A/B in soil: acetone, n-butylbenzene,
cis-1,2-dichloroethene, naphthalene, PCE, 1,2,4- and 1,2,3-trimethylbenzene. Acetone,
chloroform, and PCE were detected in groundwater at concentrations below Method A/B.
The following VOCs were detected in vapor samples at concentrations above the subslab
1Mi
1 -
RILEYGROUP
