Phase I Environmental Site Assessment Page 12 August 28,2020
4808 Evergreen Way,Everett,Washington RG1 Project No.2020-382-1
6.2 PETROLEUM LIABILITY INSURANCE AGENCY(PLIA) RECORDS
The Property was not listed on the PLIA database.
6.3 UNDERGROUND AND ABOVEGROUND STORAGE TANKS(USTs/ASTs)RECORDS
RGI contacted the local fire and building departments regarding records of USTs and ASTs
associated with the Property. No records were received as of the release date of this report. City
records do indicate an oil-burning furnace was present at the Property, however there is no
indication as to whether it was an AST or UST. The potential presence of a heating oil UST at
the Property is considered a REC.
Information provided by Ecology for UST System ID #1039 (Facility Site ID #55963756) indicate
that two steel USTs (identified as Tank 1 and Tank 2) were removed from the Property, and that
at least the initial UST for the system was installed on December 31, 1964 (Appendix D). Tank 1
was noted to have contained leaded gasoline, and Tank 2 contained used motor oil, both with a
potential capacity range of 111 to 1,100 gallons.
No records were found that indicate the USTs had been decommissioned, and no records were
found regarding soil or groundwater quality in the vicinity of the USTs. Therefore, the former
USTs are considered a REC.
6.4 ENVIRONMENTAL COMPLAINTS AND HAZARDOUS MATERIAL RESPONSES
RGI contacted the Public Disclosure Coordinator for Ecology to determine whether any
Environmental Report Tracking System (ERTS) listings exist for the Property. The ERTS database
tracks all environmental reports and complaints made to Ecology since 1990, including
clandestine drug labs and hazardous material responses. A response was not received as of the
release date of this report.
RGI also contacted the local health department regarding any clandestine drug labs or hazardous
material responses associated with the Property. Records provided by the health department
included a field inspection of the Property on September 9,2010,during which no violations were
found.
6.5 DRINKING WATER WELLS AND SEPTIC SYSTEMS RECORDS
RGI contacted the local health department regarding any existing or former septic systems or
drinking water wells located on the Property. No records were found. Drinking water at the
Property is currently a municipal source provided by the city.
6.6 WELL AND SOIL BORING LOGS
RGI reviewed Ecology's Well Log Viewer online database. The database provides logs for wells
and soil borings. No boring or well logs were found for the Property(other well logs are discussed
in Section 2.3).
6.7 AREA-WIDE CONTAMINATION CONCERNS
No area-wide contamination issues have been identified for the Property.
1Mi
1 -
RILEYGROUP
