<br /> 7 HISTORICAL REVIEW
<br /> RGI's historical review of the Property and adjoining properties was based on an evaluation of
<br /> the following:
<br /> ➢ Historical Aerial Photographs (aerials) dated 1941, 1952, 1956, 1968, 1972, 1981, 1990,
<br /> 2005, 2006, 2009, 2011, 2013, 2015, 2017, and 2019.
<br /> y- Digital Business Directories dated 2009, 2014, and 2018.
<br /> • Cole City Directories (Coles) dated 1980, 1990, 1995, 2000, 2001, and 2006.
<br /> ➢ Polk City Directories (Polks) dated 1932, 1935, 1939, 1944, 1950, 1955, and 1960.
<br /> ✓ Topographic Maps (topos) dated 1944, 1953, 1968, 1973, and 2017.
<br /> • Sanborn Fire Insurance Maps (Sanborns) dated 1957, 1960, and 1963.
<br /> ➢ County tax assessor current and historical records.
<br /> ✓ Local building department historical records.
<br /> ➢ Interviews with knowledgeable persons (see Section 5 for details).
<br /> The current and historical addresses, as applicable, identified during this Phase I ESA were used
<br /> during the historical records search.
<br /> Select historical documentation is provided in Appendix E. RGI's historical research findings are
<br /> discussed below.
<br /> 7.1 THE PROPERTY
<br /> The first known development to the Property was the construction of the current commercial
<br /> building in 1948 that was first occupied by Hickey-Lemaster Builders Supply and was used to sell
<br /> lumber and building materials at least until 1960,at which point the building was remodeled with
<br /> the addition of a show room and service garage. Prior to the construction of the building in 1948,
<br /> the Property consisted of undeveloped land.A lumber storage building was also constructed prior
<br /> to 1956 and torn down in 1969.Assessor records from 1969 cite the installation of two hoists and
<br /> carbon monoxide vents, which presumably represents the start of automotive repair at the
<br /> Property, and also cite heating oil and gas as fuel sources for heating the building. City permits
<br /> cite Everett Datsun in 1974, which was also listed in 1980 directories. By 1990 Winner Lincoln
<br /> Mercury was in operation at the Property and by 1994 was replaced by Brien Motors
<br /> Bargaintown. 2009 directories indicate Brien Hyundai, Great Cars Auto Detailing, Hyundai of
<br /> Everett were all in operation at the Property. The Property was most recently listed with Autos
<br /> Only Everett in operation.
<br /> 7.2 ADJOINING PROPERTIES
<br /> The historical uses of adjoining properties are summarized below.
<br /> 7.2.1 NORTH OF THE PROPERTY
<br /> The first known development to the north-adjoining property was approximately 1956, based on
<br /> the presence of a new building in the aerial photo from that year. Prior to which, it was vacant
<br /> undeveloped land. 1957 Fire insurance maps indicate a used auto sales office occupied the
