Phase I Environmental Site Assessment Page 15 August 28,2020 <br /> 4808 Evergreen Way,Everett,Washington RG1 Project No.2020-382-1 <br /> ➢ Auto Repair Facility and Hazardous Waste Generation: The Property has been used in <br /> part as an auto repair facility at least from 1969 to present. The historic handling and <br /> disposal practices of hazardous materials at the Property is unknown, however it is <br /> documented by Ecology that the businesses operating at the Property generated <br /> hazardous ignitable waste containing benzene between 1994 and 2000. Soil and <br /> groundwater quality at the Property remains unknown. <br /> '-. Historical East-Adjoining Gasoline Service Station: A gasoline fueling station occupied <br /> the east-adjoining property between approximately 1952 and 1990 (38 years). The <br /> historical use, handling, storage, and disposal of petroleum products, solvents, and other <br /> wastes typically associated with gasoline service stations are unknown. USTs were <br /> reportedly removed from the property in 1996. Information provided by Ecology(Incident <br /> ID# 653809) indicates that a closure report for the 1996 removal of the four USTs <br /> documented ORO, lead, and PCE above Method A levels at this location. There are no <br /> records pertaining to any USTs at the east adjoining fuel center between 1952 and 1966. <br /> East-Adjoining Former Dry Cleaner Bella Cleaners, Claremont Village Shopping Center, <br /> Site #12634: Claremont Village Shopping Center has a current and former drycleaners <br /> (one operated 1962-1975 at space 4851, currently occupied by Wild Birds; Bella Cleaners <br /> has operated since 1994 at space 4925). Bella Cleaners used PCE in a closed loop dry- <br /> cleaning system and has known releases to the environment that has affected soil, vapor <br /> and groundwater. The property has a formal status with Ecology as 'Cleanup Started'. <br /> i% Incomplete UST Site Assessment (by Others): Two approximately 500-gallon USTs <br /> containing gasoline and used motor oil were removed from the Property in 1990 by <br /> others. No records were found indicating the quality of soil in the vicinity of the USTs at <br /> the time of their removal. <br /> ➢ Historical Oil Burner: Historical records indicate that the building on the Property was <br /> previously heated by at least one oil burner, and was later converted to natural gas. Fuel <br /> storage for this oil burner (AST or UST) was not identified. The potential of a heating oil <br /> UST on the Property is considered a REC. <br /> - Oil-Water Separator: A large oil-water separator was observed in the middle of the auto <br /> repair garage that was filled to the top with unknown contents(likely used oil).Soil quality <br /> in the vicinity of the oil-water separator is unknown, as is the historical maintenance and <br /> repair. <br /> • In-Ground Closed-In-Place Hydraulic Hoists: Two in-ground closed-in-place hydraulic <br /> hoists, installed in 1969,were located in the auto repair garage. Soil quality in the vicinity <br /> of hoists is unknown. <br /> Based on our Phase I ESA findings, no BERs according to ASTM E1527-13 were identified in <br /> connection with the Property or its setting, except the following: <br /> ' Waste Oil and Oil AST: Two partially full approximately 300-gallon, single-walled, ASTs <br /> were observed in the auto services garage near the western edge of the building interior. <br /> No secondary containment was observed. <br /> 1Mi <br /> RILEYGROUP <br />
