In 2019, the City entered into a grant <br />agreement with the Washington State Recreation and Conservation Office program for Youth <br />Athletic Facilities (YAF) to partially fund the Howarth Park - Sport Court Renovation. This grant is <br />funding $52,828 of the estimated $317,396 total project cost. <br />Project summary statement: <br />Periodic renovations to Parks and Community Services Department sport courts are necessary to <br />keep the sport courts functional and enjoyable for park users and to minimize maintenance costs. <br />This project will renovate the sport courts and create an adjacent parking area at Howarth Park. <br />The sport courts have not been resurfaced for at least 20 years and currently need repair due to <br />wear caused by long-term, heavy use and tree root damage. The existing courts are currently <br />configured for tennis only. <br />The tennis court will be replaced and restriped including striping for pickleball. In addition, this <br />work includes installing a new tennis net and posts, and two adjustable basketball goals. <br />A new adjacent parking area consisting of at least one ADA parking spot will be connected to the <br />sports court with a refreshed asphalt pathway. The existing pathway is constructed of asphalt or <br />dirt. <br />In compliance with the City of Everett purchasing requirements staff will utilize the Job Order <br />Contracting process to contract the work for this project. Construction is planned for the fall of <br />2021. <br />Recommendation (exact action requested of Council): <br />Adopt an Ordinance creating a special improvement project entitled “Howarth Park - Sport Court <br />Renovation”, Fund 354, Program 071, to accumulate all costs for the project. <br />
