EVERETT <br />WASH I NGTON <br />RESOLUTION NO. <br />A RESOLUTION regarding the Everett Forward Grant Program <br />WHEREAS, <br />A. The City is the recipient of $20,695,570 from the Coronavirus Local Fiscal Recovery <br />Fund, as authorized by the American Rescue Plan Act. <br />B. The City has determined to use $1,000,000 of these funds for the Everett Forward <br />Grant Program for one-time grants to businesses and other applicants to move <br />Everett's economy forward out of the pandemic. Eligibility for the grants will be as <br />determined under the applicable laws and regulations that govern Coronavirus <br />Local Fiscal Recovery Fund, but generally grants must be targeted to address an <br />economic harm resulting from or exacerbated by the COVID-19 public health <br />emergency. <br />C. In order to move the funds quickly into Everett's economy, the City Economic <br />Development team has already completed some of the first steps of implementing the <br />Everett Forward Grant Program, such as soliciting grant applications from the <br />community, all as shown on the Program's webpage at <br />https://everettwa.gov/forwardgrant. <br />D. The deadline for grant applications closed on Thursday, September 9, 2021. The City <br />Economic Development team has completed evaluations of many of the applications. <br />E. The purpose of this resolution is to authorize a process for grant award and grant <br />agreement execution. <br />NOW, THEREFORE, BE IT RESOLVED THAT: <br />1. Allocation. The City Council determines to use $1,000,000 of the City's funds from <br />the Coronavirus Local Fiscal Recovery Fund for the Everett Forward Grant Program. <br />City staff is directed to bring a budget amendment to City Council at an appropriate <br />time consistent with this determination. <br />2. Awards Up to $50,000. The Mayor is authorized to award grants up to $50,000 <br />from the Everett Forward Grant Program in accordance with the applicable laws <br />and regulations that govern Coronavirus Local Fiscal Recovery Fund.
