City of Everett,Washington I Reservoir 3 Structural Improvements PDB Project <br /> Progressive Design-Build Contract I Exhibit C. Phase 1 Scope of Services <br /> Note that the Washington Department of Labor and Industries considers access of the filled <br /> reservoir by boat to be a permit-required confined space entry. The City intends to install air <br /> monitoring equipment inside the reservoir that will allow the space to be classified as an <br /> Alternative Methods confined space. The City will provide the Design-Builder access to the <br /> reservoir interior, but all confined space entry plans, procedures, and safety equipment will be <br /> the responsibility of the Design-Builder. <br /> Access of the Reservoir 3 interior and any field investigations conducted therein will be subject <br /> to the water quality protection requirements identified in the Owner's Project Criteria (Exhibit B) <br /> Deliverables: <br /> 1. Field Investigation Plan (draft and final) <br /> 2. Photographic documentation of existing reservoir cover and valve vault conditions <br /> 3. Geotechnical Evaluation Report for geotechnical investigations conducted under this <br /> task. <br /> Task 4—Design Development and Documents <br /> Subtask 4.1 —Basis of Design Report and Design Approach/Concept Workshop <br /> Following the completion of field investigations and development of preliminary design and <br /> construction concepts, the Design Builder shall prepare a Basis of Design Report and conduct a <br /> Design Approach/Concept Workshop with the City. <br /> At a minimum, the Basis of Design Report shall include the following: <br /> 1. Project summary, features, goals/objectives, and requirements <br /> 2. Results of field investigations, including summary of locations of condition issues, <br /> extent of damage, and proposed repairs and improvements <br /> 3. Results of a preliminary seismic evaluation of the structure. <br /> 4. Relevant design standards and requirements, including Owner's Project Criteria and <br /> any proposed modifications <br /> 5. Preliminary structural, geotechnical, and seismic design criteria <br /> 6. Site constraints including constraints imposed by operating requirements, site and <br /> structure access, other site users, protection of existing above-ground and buried <br /> infrastructure, regulatory requirements, any applicable permits, and other factors. <br /> 7. Design concepts and other criteria for the Reservoir 3 cover repairs, ventilation <br /> improvements, valve vault improvements, and seismic upgrades, including: <br /> a. Design assumptions <br /> b. Recommended materials <br /> c. Demolition concepts and plans for managing debris <br /> d. Coating/sealant and corrosion protection requirements <br /> e. Recommended construction methods and constructability considerations that <br /> satisfy design criteria <br /> f. Concepts for construction reservoir access <br /> Page 6 of 15 <br />
