<br /> 7. On November 27,2017,Vinhu Vu,registered agent for TTLV Investments LLC,contacted
<br /> Officer Golden to inform him that he no longer had ownership of the subject property.
<br /> Shannon Thomson, Snohomish County Excise Coordinator,informed Officer Golden that
<br /> she would ensure that the ownership of the subject property was changed to reflect
<br /> Broadway Station Apartments LLC as sole owner. (Exhibit#12, Email from Shannon

<br /> 8. On November 29,2017,the City issued an amended violation citation. The amended
<br /> violation citation removed TTLV Investments LLC as a Respondent. Broadway Station
<br /> Apartments LLC(Respondent)was cited for violations of: International Property
<br /> Maintenance Code(IPMC) 106.1 Unlawful Acts as adopted by EMC 16.005.010;IPMC
<br /> 108.1 General as adopted by EMC 16.005.010;IPMC 108.1.2 Unsafe Equipment Acts as
<br /> adopted by EMC 16.005.010; and IPMC 108.1.5 (2 and 5)Dangerous Structure or Premises
<br /> as adopted by EMC 16.005.010. Copies of the violation citation were mailed via first class
<br /> and certified mail to the Respondents last known address,which Officer Golden obtained
<br /> from Snohomish County Assessor's record. Notice was provided to Stephanie Quiroga,
<br /> registered agent for Broadway Station Apartments LLC. A copy was posted on the subject

<br /> 9. On January 8,2018,Officer Golden reinspected the subject property and observed and
<br /> photographed that units#2,#4, and#8 remained occupied,the condemnation and violation
<br /> citations remained posted on the structure. He further observed that trash, debris,junk,
<br /> broken glass, and a couch had been discarded in the alley. (Exhibit#1e-lo, Inspection

<br /> 10. On January 9,2018, a notice of rescheduled hearing was sent via first class and certified
<br /> mail to the Respondent. The notice set this matter before the Hearing Examiner on February
