occupancy. He was not aware that permits would be required to make repairs to the roofing <br /> system on the structure. Once the re-roof project began,he discovered rot under the roofing <br /> system. Mr. Quiroga stated that he contacted a contractor to assist in the re-roof and has <br /> since contacted an engineering firm to produce drawings. Stephanie Quiroga,registered <br /> agent for Broadway Apartments LLC,testified at the hearing that initially they discovered a <br /> leak in the roof and that is what initiated the re-roof project. She stated that the engineer is <br /> two weeks out from completion of a plan set to submit to the City with application for: new <br /> decks;replacement of the rear wall;replacement of the exterior siding;re-build the exterior <br /> verandas; and replacement of the electrical system within the structure. Chief Inspector de Budden testified at the hearing that the power system needed to be <br /> disconnected to the structure to eliminate any danger to anyone who enters the structure on <br /> the subject property. IPMC 108.1.2 Unsafe Equipment,which reads: <br /> Unsafe equipment includes any boiler, heating equipment, elevator, moving stairway, <br /> electrical wiring or device,flammable liquid containers or other equipment on the premises <br /> or within the structure which is in such disrepair or condition that such equipment is a <br /> hazard to life, health,property or safety of the public or occupants of the premises or <br /> structure. <br /> 4.
