C. The presence of garbage, vehicle parts, household and personal items, salvaged <br />materials, junk and litter within public view are violations of the Everett Municipal <br />Code (EMC) 8.20.020 A, Cr & G and of International Property Maintenance <br />Code (IPMC) Section 308 which read: <br />EMC 8.20, 020 Nuisances —Residential property and nonresidential <br />property. <br />Except as authorized by subsection H of this section or as may be allowed by <br />another city ordinance, no person owning, leasing, renting, occupying or having <br />charge or possession of any property in the city, including vacant lots, shall <br />maintain or allow to be maintained on the property outside of fully enclosed <br />structure such as a shed, dwelling, or closeable garage, any of the following <br />conditions visible from any street, alley, or other public or private property <br />A. .junk, trash, litter, boxes, discarded lumber, salvage materials or other similar <br />materials; <br />C. Broken or discarded furniture, household equipment and furnishings; <br />G. Vehicle parts or other articles of personal property which are discarded or left <br />in a state of partial construction or repair; <br />IPMC 3O8.1 Accumulation of Rubbish and Garbage <br />Al/ exterior property and premises, and the interior of every structure, shall be free <br />from accumulation of rubbish or garbage. <br />5. Corrective Action, Deadline <br />If the Respondent completes the following corrective action by the date listed below, <br />and is not a repeat violator, the respondent may enter into an agreed order as <br />described in Section 7 below. <br />a) Remove and properly dispose of the garbage, junk and/or litter on the <br />property.
