S <br /> April 10, 2020 <br /> Page 7 <br /> Established performance standards for the Project will be compared to the monitoring results to <br /> judge and document the success of the Project. If there are significant problems with achieving the <br /> performance standards,the applicant shall develop a corrective action plan. Corrective actions may <br /> include, but are not limited to, regrading or stabilizing areas of erosion; plant installations; and plant <br /> substitutions of type, size,quantity, and location. On-site maintenance and remedial action will be <br /> implemented immediately upon completion of the monitoring event (unless otherwise specifically <br /> indicated in the following list).Typical maintenance activities will include, but are not limited to, the <br /> following: <br /> • During Years 1 and 2, replace all dead plant material to achieve a minimum of 90%survival. <br /> • Replace dead plants with the same species or a substitute species that meets the goals and <br /> objectives of the mitigation plan. <br /> • Replant area after reason for failure has been identified and corrected (e.g., moisture regime, <br /> poor plant stock,disease,shade/sun conditions,or wildlife damage). <br /> • Remove trash and other debris. <br /> • Prune woody plants as necessary to meet the mitigation plan's goals and objectives <br /> (e.g.,thinning and removing dead or diseased portions of trees and shrubs). <br /> • Any major changes to topography due to severe flood events will be documented, and a <br /> corrective action will be discussed with USACE and the City of Everett. Corrective actions will <br /> range from recontouring to re-establish grade to a contingency that may include a change in <br /> plans to adaptively manage flooding. <br /> Contingency Plans <br /> Contingency plans describe what actions can be taken to correct site deficiencies.Specific <br /> contingency actions relative to interim performance standards are identified in Table 2. Goals, <br /> objectives,and performance standards create a baseline that is used to measure whether the site is <br /> performing as proposed and to determine whether a contingency plan is necessary.All contingencies <br /> cannot be anticipated.Any contingency plan will be flexible so that modifications can be made if <br /> portions of the final design do not produce the desired results. Problems or potential problems will <br /> be evaluated by a qualified wetland ecologist,a restoration engineer,and the applicant.Specific <br /> contingency actions will be developed,agreed to by consensus with USACE and the City of Everett, <br /> and implemented based on all scientifically and economically feasible recommendations. <br /> Contingency actions include, but are not limited to,the following: <br /> • Plant species alteration <br /> • Recontouring <br /> The applicant will implement contingency plans on an as-needed basis.Contingency plans will be <br /> developed for review and approval by USACE and the City of Everett, as appropriate. In addition, <br /> implemented contingency plans and their effects will be described in the next monitoring report. <br />
