I. The study was required to account for operational efficiency related to fleet <br /> maintenance services (since 30% of fleet maintenance hours are associated with <br /> public works vehicles which equates to 90 vehicle trips a day); customer service <br /> calls' current and future locations; supplies' storage vehicle trips to and from the <br /> "Boneyard" (which average 150 trips a day); opportunities to place less <br /> developed property into productive use (improvement to land value ratio of <br /> <_.50); and future projected increases in traffic congestion. <br /> J. Six locations were identified for the alternatives' analysis phase of the study. <br /> K. The six locations were named "Cedar Service Center 2.0,""Cedar-Smith" (Cedar <br /> St/Smith Ave area), "Smith Island,""Riverpoint" (now known as the Everett Point <br /> Industrial Center or EPIC), "SW Everett (Hardeson Road area), and a "Multi- <br /> Campus Scenario." <br /> L. The evaluation criteria to assess the six locations included cost, implementation <br /> feasibility, department mission, department resiliency, department operational <br /> efficiency, city development goals, and public benefit. <br /> M. The use of the evaluation criteria required an assessment of a variety of issues, <br /> some of which included site areas' soil stability; liquefaction; maintenance and <br /> operating costs; potential future rates; transportation costs; parking availability, <br /> service growth, fleet requirements, construction costs, opportunity costs, and <br /> development opportunities. <br /> N. The City Council received four presentations during the study. These included a <br /> council briefing on May 8, 2019 that described existing conditions and visioning <br /> (phase one); a briefing under Administration update on August 14, 2019 that <br /> described the progress to date of the alternatives' analysis (phase two); a council <br /> briefing on November 13, 2019 that identified the results of the alternatives <br /> analysis (phase two) which included the identification of the draft preferred <br /> (EPIC) and backup (Cedar-Smith) site areas; and a council briefing on April 1, <br /> 2020 describing the results of the implementation and feasibility analysis (phase <br /> three) that confirmed that the EPIC site is the recommended site and that the <br /> Cedar-Smith area is the recommended back up site area. <br /> O. The recommended EPIC preferred site also includes the recommendation to <br /> develop a satellite motor vehicle division (MVD) operation at the EPIC site to <br /> maintain the efficiency of operations of public works and MVD personnel because <br /> separated operations will add cost and downtime as vehicles must be <br /> transported for service; public works requires a functioning fleet for continuity of <br /> operations, especially during emergencies, including snow and ice responses; <br /> E RESOLUTION Page 2 of 4 <br />
