In response to a complaint of construction conducted without required City permits, City of <br /> 1 Everett Code Enforcement Officer Eileen Hinkley conducted an inspection of the subject <br /> property on August 7,2019. While on site, Officer Hinkley observed and photographed that <br /> significant alterations had been conducted on the residential structure, including: electrical <br /> alterations and installations and structural and construction alterations and modifications. <br /> She further observed that trucks containing tools were parked on site and while knocking on <br /> the front door, she heard distinctive construction type noises and voices coming from within <br /> the residential structure. A stop work order had been posted on the subject property. Upon <br /> research of City records, Officer Hinkley determined that the Respondent had not applied <br /> for or obtained the required City permits for the alterations being conducted on the <br /> residential structure. On August 8,2019,a copy of the notice to stop work was sent via first class and certified <br /> mail to the Respondent and Michael Snitko. On August 20, 2019,the City issued a violation citation to the Respondent as a repeat <br /> violator for violations of: International Property Maintenance Code(IPMC) 106.1 Unlawful <br /> Acts as adopted by EMC 16.005.010; IPMC 108.1.4 Unlawful Structure as adopted by EMC 1 <br /> 16.005.010; and International Residential Code(IRC)R105.1 Permit Required as adopted <br /> by EMC 16.005.010. Copies of the violation citation were sent via first class and certified <br /> mail to the Respondent's last known address,which Officer Hinkley obtained from <br /> Snohomish County Assessor's record. A copy of the violation citation was sent via first <br /> class and certified mail to Michael Snitko. A copy of the violation citation was posted on <br /> the subject property. Each method of service used is independently sufficient to provide I <br /> notice pursuant to EMC 1.20.010.C.1. On October 3,2019,the Respondent applied for a construction permit(CW1910-001)for <br /> B <br /> the construction of an exterior deck,an enclosed carport, and alterations made to a master <br /> bedroom and bathroom.
