Later Phase Eclipse Mill Project <br /> application to the <br /> CITY <br /> Building Permit CITY New structures The project <br /> requiring building engineer will submit <br /> code compliance a Building Permit <br /> review application to the <br /> CITY. <br /> Subtask 500.1 —Agency Coordination <br /> Once the project conceptual design is available to discuss with external parties, a <br /> multi-agency and tribes site visit and/or virtual meeting will be scheduled to introduce <br /> the project and obtain input on the permit approach. Agency coordination will be <br /> required early and often through permit issuance, particularly to maintain a permitting <br /> schedule that aligns with the anticipated grant cycle for funding the project. It is <br /> anticipated that one early onsite (or virtual) multi-agency meeting and one pre- <br /> application meeting with the CITY (for a total of two pre-application meetings)will be <br /> required. This task includes up to 18 hours of CONSULTANT environmental planner <br /> staff time to coordinate, prepare for, attend, and follow-up on the pre-application <br /> meetings. <br /> This task includes up to 40 hours of CONSULTANT environmental planner staff time <br /> to respond to agency comments and to conduct ongoing agency coordination <br /> through permit issuance. <br /> Subtask 500.2—Permit Applications <br /> Because a new dock is being proposed, the project will trigger an IP with USACE as <br /> the federal lead agency. The IP process requires a JARPA and Clean Water Act <br /> Section 404(b)(1) Alternatives Analysis demonstrating that the preferred alternative <br /> is the least environmentally damaging and practicable alternative. A Mitigation Plan <br /> in the USAGE template will also be required (see Subtask 500.3). Section 7 ESA <br /> concurrence is anticipated to require formal consultation and a Biological <br /> Assessment describing potential impacts to ESA-listed species and critical habitat <br /> and conservation measures to offset unavoidable impacts. Potential Section 106 <br /> impacts have been extensively reviewed via previous surveys and reports. It is <br /> anticipated that existing documentation can be used to demonstrate Section 106 <br /> compliance. USAGE will administer the CZMA process in coordination with Ecology. <br /> Ecology administers the Clean Water Act Section 401 review process for compliance <br /> with Washington State Water Quality Standards. It is anticipated that a Water Quality <br /> Monitoring Plan will not be required; however, due to in-water excavation and fill <br /> required for shoreline stabilization activities, a WQC will be required. As of <br /> September 2020, Ecology is requiring applicants to file a Section 401/CZMA pre- <br /> filing notice 30 days prior to submitting an application. <br /> Because clearing and grading activities are anticipated to exceed 1-acre of <br /> disturbance, it is also anticipated that an NPDES CSGP will be required during <br /> construction. The application will include preparing a narrative that describes the <br /> project and site characterization, including stormwater and erosion control measures <br /> and potential soil contamination considerations.
