Later Phase Eclipse Mill Project <br /> coordinate two consecutive newspaper publications as part of the public notice <br /> process. Upon issuance, the CSGP will be transferred to the contractor by the CITY. <br /> An application for a WDFW HPA will be applied for upon issuance of a SEPA <br /> Determination as required. Because work will occur over state-owned aquatic <br /> tidelands, WDNR will require an aquatic use authorization prior to construction and <br /> all permits will need to be issued prior to authorization. This will require lease <br /> negotiation to be conducted between WDNR and the CITY to determine appropriate <br /> terms and conditions for the project. <br /> The CITY will administer local permits. This scope assumes that a SEPA Checklist <br /> will be required to support a SEPA Determination from the CITY. An Everett <br /> Riverfront Development Environmental Impact Statement was previously prepared <br /> and included the park at the Eclipse Mill site. The CONSULTANT will coordinate <br /> negotiate with the CITY to determine if a SEPA Addendum may be more appropriate <br /> to capture changes to the design since the EIS and previous addendums were <br /> published. <br /> Docks and shoreline stabilization are permitted uses within the Urban Multi-Use <br /> shoreline environment, which is regulated under the CITY's Shoreline Master <br /> Program. Therefore, an SSDP application will be prepared and submitted to the <br /> CITY. Because the Project also occurs within designated critical areas (fish and <br /> wildlife habitat conservation, floodplain, and geologically hazardous areas), a Critical <br /> Areas Report will be required. It is anticipated that the project engineer will be <br /> responsible for submitting an application for a Building Permit and any other <br /> construction permits required by the .CITY (e.g., fill and grade, electrical, etc.). <br /> This task also includes 12 hours of CONSULTANT environmental planner time to <br /> review a No Rise Memo (prepared by others) and coordinate with the CITY for <br /> compliance with the local floodplain regulations per Everett Municipal Code 19.30. <br /> Hydrologic and hydraulic analyses will be conducted by others, if required. <br /> Subtask 500.3 —Habitat Modeling and Mitigation Plan <br /> This task includes preparing a Habitat Equivalency Analysis (HEA) or similar model <br /> to calculate credits and debits for the project and mitigating actions. The model <br /> inputs and outputs will be coordinated with the review agencies (primarily WDFW <br /> and NMFS) prior to submittal to limit coordination during the permit review process. <br /> The results of the model will be included in the Mitigation Plan that is prepared for <br /> the project. The Mitigation Plan will be in the USAGE template. <br /> This task also includes up to 12 hours for coordination with WDFW and NMFS to <br /> determine the appropriate model inputs and outputs and also discuss the potential to <br /> bank credits for future CITY projects through additional mitigation opportunities that <br /> are present in the vicinity of the project. <br /> Subtask 500.4—Wetland and OHWM Delineation and Reporting <br /> This task includes delineating the ordinary high water mark (OHWM) of the <br /> Snohomish River and delineating the wetland adjacent to the public trail to the south <br /> of the park where the bank repairs and trail relocation are proposed.
