Later Phase Eclipse Mill Project <br /> current USACE Wetland Delineation and regional supplement guidance (1987 <br /> manual and 2010 regional supplement). Information will also be collected as <br /> described in the Washington State Wetland Identification and Delineation Manual <br /> (Ecology publication #96-94) and consistent with the requirements of the CITY's <br /> Municipal Code Title 19.37 for critical areas. Data plots will also be collected in other <br /> areas that may have some wetland characteristics to verify presence/absence of <br /> wetlands. The wetland delineation flags and data plot flags will be marked on aerial <br /> photo maps and furnished for professional survey. Wetland rating forms will be <br /> completed using information gathered during the delineation visit. <br /> OHWM will be delineated following the guidelines identified in RCW 90.58 and WAC <br /> 173-22. Standard indicators outlined in Ecology's technical report, Determining the <br /> Ordinary High Water Mark for Shoreline Management Act Compliance in Washington <br /> State (Ecology 2016) will be used to delineate the OHWM. This task includes budget <br /> for two (2) CONSULTANT biologists to conduct OHWM surveys and wetland <br /> delineations over 2 days. <br /> This task also includes preparing an OHWM and Wetland Analysis Report to support <br /> permitting and critical areas compliance. The report will present the OHWM and <br /> wetland delineation results consistent with the previously mentioned guidance and <br /> manuals. The report will address the regulatory status of the wetlands according to <br /> the CITY and the Ecology rating system and include buffer width requirements and <br /> proposed buffer width modifications as applicable. Wetland rating and delineation <br /> forms will be prepared and attached to the report. The report will also include <br /> providing a list of recommended plants to be used for buffer enhancement to account <br /> for temporary and/or permanent wetland buffer impacts. <br /> Subtask 500.5—NPDES Construction Stormwater General Permit Support <br /> DELIVERABLES: <br /> 1. Critical Areas Report <br /> 11. Pre-application meeting agenda and notes <br /> 12. Mitigation Plan <br /> 13. HEA model(or similar)and figures <br /> 14. OHWM and Wetland Analysis Report <br /> ASSUMPTIONS: <br /> 1. The Section 404(b)(1)Alternatives Analysis will only evaluate two alternatives: the No <br /> Action Alternative and the Preferred Alternative. No other alternative designs will need to <br /> be prepared to satisfy the requirements of Section 404(b)(1). <br />
