Watershed and Receiving Water Prioritization
The purpose of this task is to evaluate watersheds based on existing and proposed land use, existing receiving
water conditions, and water quality improvement opportunities to prioritize watershed protection based on the
NPDES Permit Stormwater Management Action Plan (SMAP) requirement. This task will also focus on the City's
potential for partnerships and influence retrofit policies or opportunities. Information generated from this task
will be used to prepare the SMAP documents required by Ecology.
Approach
Parametrix will work with the City to prioritize watersheds (North Creek,Swamp Creek, Penny Creek and Merrill &
Ring Creek) using an approach following the Stormwater Management Action Planning Guidance (Ecology 2019,
Publication 19-10-010) and Building Cities in the Rain (Washington Department of Commerce 2016, Publication
006).Through this process, Parametrix will review the candidate list of Receiving Waters Assessment(Otak, 2021)
to include in a prioritization process. The prioritization process includes the four watersheds and will identify one
City of Everett 556-1844-827
Stormwater Management Action Plan(SMAP) 3 December2021
Scope of Work
