6. Drainage -The proposed project and design shall meet the requirements of the City's <br /> Drainage Regulations. <br /> Finding: The subject property is within the combined sewer area of Everett,which means <br /> that stormwater and sewer are combined within the same pipe system and conveyed to the <br /> City's wastewater treatment plan. A drainage report was submitted with the application <br /> (Western Engineers, October 18,2017). The application includes preliminary drainage <br /> plans showing collection, detention and treatment of stormwater runoff from the property. <br /> This includes a detention vault on proposed Lot 4 on the northwest corner of the site. <br /> This project will be required to comply with the City's Stormwater Management Manual, <br /> as required in the conditions in this decision. <br /> Conclusion: Stormwater shall be managed in accordance with the City of Everett's <br /> current stormwater regulations. The proposed development can be designed and <br /> constructed so as to mitigate potential impacts on City stonuwater facilities and on <br /> surrounding properties. <br /> 7. Open Space and On-Site Recreation-The proposed project and design shall meet the <br /> requirements for yard area and on-site recreation as defined in EMC 18.28.250 and <br /> 18.28.260 of this Ordinance. <br /> Finding: Each lot is required to provide private rear yard open space that is directly <br /> accessible from the living space within the house as defined in EMC 18.28.250. The open <br /> space area for each lot must be a minimum of 600 square feet with a minimum dimension <br /> of 15 feet. Maximum lot coverage by buildings is 35%for each lot. <br /> Conclusion: Open space requirements can be met on each lot.No on-site recreation <br /> facilities are required for short subdivisions. <br /> 8. Public Services -The proposed project shall be designed to meet the following: <br /> a) Adequate water supply to City Standards. <br /> Finding: There is an existing water main within 35th Street. Water service can be <br /> extended into the site to provide water to each of the lots. The Public Works <br /> Department has identified alternative approaches to ensure adequate flow and pressure <br /> is provided to the site. These approaches are listed in the conditions contained herein. <br /> Conclusion: Adequate water supply can be provided to City standards. All easements <br /> must be shown on the final short subdivision map. <br /> b) Adequate sewage disposal to City Standards. <br /> Finding: There is an existing sewer main within 35th street. A sewer main extension <br /> will need to be provided in the newly constructed Tulalip Ave and in 35th Street in <br /> order to provide sewer service to the lots. <br /> Conclusion: Adequate sewage disposal can be provided to all lots within the <br /> proposed short subdivision. All easements must be shown on the final short <br /> subdivision map. <br /> Preliminary Approval <br /> Project No.SS18-001 <br /> 6, <br /> 4�� <br />
