Conclusion: Public street(frontage) improvements will be required to 35th Street and <br /> Tulalip Avenue. Realignment of Tulalip Avenue will alter public access through City <br /> of Everett Water Department property by moving it to the east,near the proposed <br /> development. However, public access will continue to be provided for pedestrians and <br /> vehicles. The exact configuration of the connection between the new Tulalip Avenue <br /> and existing roadway through the City Water Department property will be determined <br /> at time of Public Works plan review. <br /> 9. Existing Public Facilities and Services -The proposed project shall be designed to not <br /> adversely impact the following public facilities and services below. <br /> a) Existing streets and other transportation systems. <br /> Finding: Each new home is projected to generate approximately 10 vehicle trips <br /> daily,including one vehicle trip during PM Peak Hour. <br /> Conclusion: A traffic mitigation fee for each new home of$2,400 will mitigate traffic <br /> impacts. The mitigation amount may be different in future years and will be <br /> recalculated at the time of permit submittal. <br /> b) Existing utilities system. <br /> Finding: The City has capacity in its existing utility systems to provide service to this <br /> project. <br /> Conclusion: The proposed project will impact the City's existing utilities system. <br /> System development fees will be required at the time of issuance of construction <br /> permits. <br /> c) Police, Fire,Parks, and Schools. <br /> Finding: The project is within the Everett School District. The school district impact <br /> fee for a new single family residence is currently $6,950.00. Fee rates may increase <br /> depending on what year a building permit is issued. One credit will be given for the <br /> existing residence on the site. <br /> Conclusion: School impact fees will be calculated for eight new residences at the <br /> time of construction permit submittal. There should be no significant impacts to <br /> services provided by Police, Fire, and the Parks Departments. <br /> 10. Flood Plain-The proposed project and design shall meet the requirements of the Everett <br /> Zoning Code and Floodplain Overlay Districts and Regulations. <br /> Finding: The subject property is located in Zone "X" as shown by the National Flood <br /> Insurance Program Map for the City of Everett. Zone X refers to those properties outside <br /> the 500-year flood area. <br /> Conclusion: Flood plain requirements do not apply to this short subdivision. <br /> 11. Landscaping Standards- The proposed project and design shall meet the landscaping <br /> standards as established by this Ordinance. <br /> Preliminary Approval <br /> Project No.SS18-001 <br /> /ice <br />
