Finding: EMC Title 18 requires one street tree with ground cover for every 30 feet of <br /> street frontage along 35th Street and Tulalip Avenue. <br /> Conclusion: Landscaping must be provided per EMC 18.28.080. A landscaping plan <br /> meeting these requirements is must be submitted at Public Works Permit application <br /> submittal.A landscape inspection will be required to verify that plantings and fences are <br /> installed prior to Public Works final approval. <br /> IL PUBLIC COMMENTS AND RESPONSES. This section summarizes the public <br /> comments received in response to the Notice of Application and the City's responses—it does not <br /> address individual comments raised. Note: many of the comments are addressed in Section II of <br /> this decision and responses will refer to the appropriate section number accordingly. <br /> 1. Comment: Concern about compatibility of proposed development with existing homes in <br /> Rucker Hill neighborhood, including issues such as historic preservation, density, design <br /> of homes and lot sizes. <br /> Response: Allowable uses and densities are determined by the land use designation and <br /> policies in the City's Comprehensive, and the Zoning Code. While the lots may be <br /> smaller than some of the lots in the Rucker Hill area, they are consistent with the overall <br /> land use plan and development regulations established for the area. The R-1 zoning <br /> standards provide height, bulk and setback restrictions,but do not contain detailed <br /> architectural controls for new dwellings. Approval of the subject developmentdoes not <br /> preclude the developer/builder from incorporating design features into the new homes that <br /> reflect the various housing designs in the area. <br /> 2. Comment: Environmental protection,including tree preservation, slopes and ravines. <br /> Concerns about slope stability were also raised. <br /> Response: Please see findings and conclusions under section I.5 above. There are no <br /> critical area features on the site that would allow the City to impose additional restrictions <br /> on the proposed project. <br /> 3. Comment: Tulalip Avenue—Concern about maintaining through access from 35th Street, <br /> pedestrian access and questions about what will happen to the existing roadway when a <br /> new section of Tulalip Avenue is constructed. <br /> Response: See findings and conclusions in section I.8.h above. <br /> 4. Comment: Concern about impacts on adjacent properties, including grading, setbacks, <br /> trees, etc. <br /> Response: Site development will need to adhere to the clearing/grading requirements in <br /> Chapter 18.28.200, which require that grading practices not create abrupt changes along <br /> the project boundaries. The preliminary grading plans on.file indicate that no rockeries or <br /> retaining walls are proposed along the project's south and east property lines.
