5. Comment: Short-teen construction impacts on noise, dust,parking; traffic <br /> Response: City standards require the developer/contractor to take measures to control, <br /> dust, erosion,vehicle track-out and other construction-related impacts. Although <br /> construction noise is exempt during daytime hours, it is restricted at night under EMC <br /> Chapter 20.08. Any concerns or complaints about construction-related impacts may be <br /> reported to the Public Works inspector. <br /> 6. Comment: Increase in traffic resulting from the project and potential impacts on traffic <br /> and pedestrian safety. <br /> Response: Please refer to findings and conclusions in section 1.9.a above and conditions <br /> below. Traffic generated by this project would fall below the threshold for which a traffic <br /> study is required. A mitigation fee will need to be paid for each new dwelling, pursuant to <br /> the City's traffic mitigation ordinance. Traffic mitigation fees collected by the City are <br /> used to address issues arising from traffic growth from new development by improving <br /> pedestrian and vehicle facilities. <br /> 7. Comment: Potential impacts on existing City sewer, water and drainage systems <br /> Response: Refer to sections I.8.a-c above and conditions listed below. The proposed <br /> development will need to mitigate impacts on sewer, water and drainage facilities in such <br /> a manner as to not impact adjacent properties or City systems. <br /> 8. Comment: Concerns were raised about privacy and screening. <br /> Response: City requirements for screening between properties are typically triggered for <br /> properties with different zoning designations, an example being a residential zone <br /> adjacent to a commercial zone. An exception is for panhandle or easement lots,where <br /> screening is required along the access road abutting an exterior lot line. <br /> III. NOW, THEREFORE, the City of Everett hereby GRANTS PRELIMINARY <br /> APPROVAL of Short Subdivision#18-001 with conditions listed below. Final approval of this <br /> short subdivision shall be given subject to the satisfactory completion of the specified <br /> requirements and improvements in Section IV listed below within five years from the date of this <br /> approval.
