IV.APPEALS TO HEARING EXAMINER FOR SHORT SUBDIVISION: All appeals of <br /> decisions relating to short subdivision shall be made to the Hearing Examiner. Such appeals <br /> must be made in writing and filed with the office of the Hearing Examiner within fourteen <br /> calendar days from the date on which the preliminary decision was rendered. The written <br /> appeal shall include a detailed explanation stating the reason for the appeal. The decision of <br /> the Hearing Examiner shall be final. Standing on to which to appeal is limited to the <br /> following: 1)the applicant or owner of the property on which the short subdivision is <br /> proposed;and 2)any property owner who deems himself aggrieved and will thereby suffer a <br /> direct and substantial impact from the proposed short subdivision. <br /> V. FINAL APPROVAL OF THIS SHORT SUBDIVISION: All requirements,permits, and <br /> improvements listed below are required to be completed prior to submitting the final <br /> plat map. <br /> 1. A Landscape Plan,meeting the requirements of EMC 19.35.100 and 18.28.080 must be <br /> submitted with the Public Works permit application. Landscape plans must be prepared by <br /> professionals licensed or certified in Washington State. The landscape plan may be <br /> incorporated into the site development plan or provided separately.All trees are required <br /> to have a minimum caliper of 2.5 inches and a minimum height of 6 feet at the time of <br /> planting. Trees must be installed, stakes, and mulched prior to final approval. <br /> 2. A Planning Department review and inspection is required prior to final approval of the <br /> preliminary short plat improvements and recording of the final short plat map. This <br /> includes an inspection of the landscaping and any other Planning Department <br /> conditions/zoning code requirements. Call 425.257.8731 to schedule an inspection with <br /> your Project Planner. Call one week in advance of the desired inspection date. <br /> 3. The parking layout must be consistent with City of Everett Standards. <br /> 4. All parking areas and driveways shall be paved. <br /> 5. Final Short Subdivision Review and Fee: A final short plat review,inspection, and fee are <br /> required. This includes an inspection of the landscaping, fencing, and any other Planning <br /> Department conditions/zoning code requirements. The final short plat map must be submitted at <br /> the City of Everett Permit Services counter for review by scheduling an appointment with your <br /> Project Planner. Refer to the Final Short Subdivision Submittal Checklist for information on <br /> submittal requirements. An updated Subdivision Guarantee/Plat Certificate from your title <br /> company(current to within 30 days)must also be submitted with draft easements, a new <br /> Declaration of Ownership form, and a Declaration of Legal Documentation form. The final plat <br /> application form can be found in the Short Subdivision Application on the Planning& <br /> Community Development homepage at https://everettwa.gov under"Application&Handouts." <br /> 6.
