)111060.
I I
AD Systems Expansion
PW1709-033 Public Works Permit Comments Response
November 14, 2017
improvements will be about 65% of the value of the existing. If this is the case then
minimum requirements 1-9 will be required for the replaced impervious surfaces.
Response:The drainage report has been revised to include construction costs provided by
he contractor. Utilities such as storm drainage that are being modified in place as a result
of the grading around the building are not included in the site costs as they are not an
improvement required to service the building and property.
b. Please provide a project cost estimate or other appropriate valuation
documentation for the value determination provided in the report overview.
✓'Response:A cost breakdown has been provided with the submittal.
c. As noted in the drainage report MR#5 must be applied to new and replaced hard
surfaces. The drainage report must address specific infeasibility criteria for each
onsite stormwater management BMP in the appropriate list included in MR#5.
Based on the submitted geotechnical report it appears that most BMPs will be
infeasible due to either a shallow impermeable layer with perched groundwater or
lack of dispersion area. However, the report doesn't reference the geotechnical
report, nor make reference to infeasibility criteria. The statements in the report
about maintaining existing facilities are inadequate justification for not providing
onsite stormwater managementBMPs.
Response:The Storm Drainage Summary has been revised to include reference to the
-- infeasibility criteria as requested.
d. Please show the City of Everett Standard Drainage Notes on the plans in accordance
with DCSS Section 4-2.7
Response:Standard Drainage Notes have been added on the plan.
e. The project's drainage collection and conveyance system must be designed to
accommodate flows from a 25-year storm event as calculated using the rational
method (DCSS Section 4-2.2(1). Please verify in the report that the proposed system
has adequate capacity to drain the proposed improvements.
Response:The proposed drainage system is designed to accommodate 25-year storm and
has adequate capacity. Conveyance analysis has been added to the report.
Planning Comments (Kelsey Heyd; City of Everett Public Works Department)
