The comments below were generated from this project's Stormwater Reviewer. If you have any <br /> questions regarding these comments, please contact Erik Emerson with the City of Everett <br /> Public Works Department(425-257-8995 or EEmerson@everettwa.gov). <br /> a. The drainage report notes that the proposed improvements are estimated at $1,509,430 <br /> plus $350,000 for the site improvements while the existing improvements are valued at <br /> $3,268,000. However, the Stormwater Management Manual (Vol. I, Section 2.4.2) <br /> requires that the comparison be based on the assessed value of the existing <br /> improvements. The current assessed value of the improvements according to the <br /> Snohomish County Assessor is $2,855,100. Based on using the value of the existing <br /> improvements it appears that the proposed improvements will be about 65% of the value <br /> of the existing. If this is the case then minimum requirements 1-9 will be required for the <br /> replaced impervious surfaces. <br /> b. Please provide a project cost estimate or other appropriate valuation documentation for <br /> the value determination provided in the report overview. <br /> c. As noted in the drainage report MR#5 must be applied to new and replaced hard <br /> surfaces. The drainage report must address specific infeasibility criteria for each onsite <br /> stormwater management BMP in the appropriate list included in MR#5. Based on the <br /> submitted geotechnical report it appears that most BMPs will be infeasible due to either <br /> a shallow impermeable layer with perched groundwater or lack of dispersion area. <br /> However, the report doesn't reference the geotechnical report, nor make reference to <br /> infeasibility criteria. The statements in the report about maintaining existing facilities are <br /> inadequate justification for not providing onsite stormwater management BMPs. <br /> d. Please show the City of Everett Standard Drainage Notes on the plans in accordance <br /> with DCSS Section 4-2.7 <br /> e. The project's drainage collection and conveyance system must be designed to <br /> accommodate flows from a 25 year storm event as calculated using the rational method <br /> (DCSS Section 4-2.2(1). Please verify in the report that the proposed system has <br /> adequate capacity to drain the proposed improvements. <br /> 3. The comments below were generated from this project's Traffic Reviewer.
