City of Everett Water Treatment Plant Portal 4 Improvements I Scope of Work
• Review available design, construction, and operational information about the structure.
• Visit the WFP to perform inspection and assessment of concrete and embedded steel members
within Portal 4. Site visit activities include the following:
o Probe deteriorated areas of concrete surfaces and measured for cement paste loss and pH
measurements will be taken as appropriate.
o Collect concrete powder samples for subsequent laboratory analysis, as warranted by the
above inspection and testing.
o Measure corroded steel components to determine thickness Toss using calipers. Corrosion
deposits will be scraped from corroded areas for subsequent compositional analysis.
• Analyze corrosion deposit and powder samples Corrosion Probe's affiliate, Corrosion Testing
Laboratories.
• Prepare and submit a formal, written report describing the site work performed and the
associated field and laboratory analysis results, including recommendations for rehabilitation or
replacement.
• Prepare recommendations, specification language, and drawing details for rehabilitation and
replacement of concrete, embedded steel components, and protective coatings.
Everett Responsibilities
• Provide site access, staffing, and resources to support field work conducted by inspection crews.
Task Assumptions
• Site work will be performed by one CPI engineer/consultant and is anticipated to take one full
day.
• Site work will not involve confined space entry or contact with the plant water.
• All surfaces to be inspected will be within reach of walkways and platforms.
• Access to elevated areas will require use of a ladder (supplied by plant staff).
• Corrosion deposit and concrete powder sampling will be performed so as to minimize
contamination of the plant water.
• Laboratory fees include analysis of two corrosion deposit samples and three concrete powder
samples.
Meetings
• 1 hour kick off meeting between BC, CPI, and the City to discuss site visit logistics.
• One site visit by subconsultant.
Work Products
• Summary of work and recommendations report from CPI.
Task 700 Services During Bid and Construction
Activities/Approach: Provide support to the City during the bid period.
• Attend pre -bid meeting and prepare agenda, attendance list, and meeting minutes.
• Address questions from potential bidders.
• Preparation of Bid Addenda to answer Bidder questions and provide edits, changes, or
clarifications to bid documents.
• Preparation of conformed documents to incorporate all bid addenda items.
• One electronic deliverable (PDF) set of design documents will be provided for the Conformed
Documents.
