Port Gardner Storage Facility Scope of Work 1-06-22
Activities/Approach:
• Conduct alternatives analysis for the selective demolition of the Kimberly-Clark structures,
process mechanical equipment, electrical, and existing site civil features.
• Review each of the existing site facilities (neutralization basins, chemical storage, aeration
basins, secondary clarifiers, etc.)to determine how the existing facility can be used to serve
design of the PGSF.
• Incorporate the findings of the additional condition assessments conducted under Phase
210 into the demolition alternatives analysis. The Phase 210 work includes the buried
pipeline investigations and neutralization basin condition inspection.
• Review and verify the demolition recommendations presented in the PGSF Engineering
Report.
• Conduct an alternatives analysis to determine which elements of the existing infrastructure
the City should demolish versus abandoned in place. This determination will include the
following criteria:
o How the infrastructure will serve the final PGSF design and operation.
o Whether the existing infrastructure has the potential to support future use of the site
for nutrient removal processes.
o The scale of demolition to complete in the demolition design package construction,
versus deferred to site design.
o The anticipated cost of demolition versus abandoning in place.
o Anticipated 0&M and health and safety risks associated with abandoning in place
versus demolition.
• Prepare a 20 to 25 page Demolition Alternatives Analysis TM outlining the results of the
demolition alternatives analysis and recommendations for the demolition at the individual
site facilities. This TM will inform discipline leads with the information necessary to develop
the Demolition Basis of Design Report(Phase 230).
Task Assumptions
• This alternatives analysis phase does not include cost estimating. Planning level cost
estimates developed for the alternatives analysis will not conform to AACE guidelines in
terms of detail. AACE is the Association for the Advancement of Cost Estimating which
develops guidelines for the architectural-engineering industry.
• Workshops are assumed to be two hour meetings held on MS Teams.
Everett Responsibilities
• Review the Demolition Alternatives Analysis TM.
Meetings
• Demolition Alternatives Analysis workshop.
Work Products
• Demolition TM, draft and final
10
