Port Gardner Storage Facility Scope of Work 1-06-22 Phase 230 - Demolition Basis of Design Objective: Under this phase, BC discipline leads will identify the demolition criteria necessary for design and construction of wet weather storage facility. Building from the recommendations developed under the Demolition Alternatives Analysis (Phase 220),the design team will develop detailed recommendations for which structural, process mechanical, electrical, and civil site features will be retained, demolished, or abandoned in place.The information developed under this task will be presented in a Demolition Basis of Design Report(BODR)to inform demolition final design (Phase 250). Activities/Approach:This task includes the following activities: • Based on the results of the demolition Alternatives Analysis conducted in Phase 220, develop a basis of design report that identifies the specific structural, process mechanical, electrical, instrumentation and controls, and civil infrastructure that will be either maintained or demolished to support construction of the PGSF. Example elements the design team will review include process piping, process equipment(mixers, pump, etc.), buildings and structural features, electrical conduits, and buried infrastructure.Specific facilities that will be reviewed to identify specific demolition criteria and extents include: o Neutralization basins o Chemical storage building and supporting equipment o Aeration basins and process piping o Secondary clarifiers o Blower building o Site electrical • Develop plan for sequencing of demolition activities. • Develop criteria for tagging existing equipment that will be retained for future use. • Develop criteria for staging existing equipment for future use. Example staging includes installing pull cords in existing conduits to accommodate installation of new wiring. • Develop the BODR that also meets the requirements of a project report defined by the Washington State Department of Ecology(DOE). The BODR will define the demolition design criteria for structural, process mechanical, building mechanical, electrical, and instrumentation and controls disciplines. • Contact DOE to define expectations and schedule for submittals to DOE for project approval. • Conduct workshop with City staff to review the basis of design for facility demolition. • Develop preliminary list of demolition design drawings and specifications. Lists will be included as an appendix to the demolition BODR. Task Assumptions • This task assumes complete demolition of the following facilities: o Sludge/effluent pump station o Gravity thickeners o Storage building Everett Responsibilities • Provide input on the recommended demolition improvements. • Review and provide comments on the BODR/DOE project report. 11
