Port Gardner Storage Facility Scope of Work 1-06-22 <br /> Work Products <br /> • CAD Standards TM, draft and final <br /> • BIM Execution Plan (BXP), draft and final <br /> • Powerpoint presentations for each workshop <br /> • Brief meeting agendas and notes for workshops <br /> Phase 310 - Alternatives Analysis <br /> Objective Establish the basis for project elements prior to proceeding into the detailed design <br /> phases.Alternatives Analysis solidifies decisions so that detailed design can move forward with clear <br /> focus and mutual understanding to avoid costly rework down the road. Beginning with the Facility <br /> Plan, collaborate to establish design criteria for each discipline and conduct cost benefit analyses <br /> that include capital, 0&M, risks, and benefits. <br /> Activities/Approach: <br /> • Review Facility Plan recommendations and establish preliminary design criteria. Confirm <br /> Facility Plan flow design criteria for CSO storage and stormwater. <br /> • Conduct alternatives analysis for key facility features including basin cleaning(tipping <br /> buckets vs.flushing gates), grit and screening management, effluent pumping, control <br /> systems (level of automation and monitoring), stormwater conveyance and treatment and on- <br /> site O&M facilities. Prepare a brief TM (5- 10 pages)for each topic area including: <br /> o Flushing Systems <br /> o Pre-screening and Grit Removal <br /> o Pumping Systems <br /> o Electrical and Standby Power <br /> o Odor Control <br /> o Control Strategy, Monitoring, and Operations <br /> o Architectural Concepts and Criteria <br /> o Stormwater Management <br /> o Project Delivery <br /> • Conduct long term simulation modeling of the entire Port Gardner combined sewer system <br /> drainage area to verify proposed improvements are consistent with overall project goals. <br /> • Evaluate data availability related to the collection system to investigate whether a digital <br /> (smart utility) platform can be used to inform the decision making process for both CSO and <br /> stormwater facilities. Utility data may include items such as USGS rain gauges, cloud based <br /> rain forecasting models;along with coordination with existing hydraulic models as they relate <br /> to infiltration and inflow (I&I) and corresponding CSO flows. As follow up, hold preliminary <br /> conversations to coordinate and integrate smart utility aspects in the overall baseline control <br /> strategy for the new facility. A workshop will be held to discuss findings.A concise TM will be <br /> prepared to set the stage for further effort during detailed design. <br /> • Prepare Alternatives Analysis Report documenting outcomes of the analysis and <br /> recommendations.This will provide a basis for estimating the construction and annual <br /> 17 <br />
