SCOPE OF WORK(continued)
Deliverables
• None identified
TASK 02 - COMMUNITY ENGAGEMENT
All tasks will support the project team's goal to engage with the public using an equitable outreach approach. The
equity approach is incorporated into each subtask to ensure the appropriate outreach methods are considered in
the appropriate task,
This scope of work assumes a broad three-part approach to soliciting community and stakeholder input to the
plan's development:
1. Phase 1: Early input on current experiences and preferences for the future(Fall 2021)
a. (For reference, example questions that could solicit targeted input might include:What's your
experience now using the I-5/US 2 Trestle interchange? What is challenging today that you'd like
to see studied or addressed in the future? I.e traffic congestion, mobility, safety, noise and air
quality, or other topics).
2. Phase 2: Feedback on draft plan (Spring 2022)
3, Phase 3: Information sharing regarding final plan and next steps for the interchange, as information is
available at that time(Fall/Late 2022)
Other tools in addition to those listed in the tasks below may be identified by the Consultant and approved by the
City during the course of the project as is deemed useful to help share information broadly, promote equity and
inclusive participation, particularly by underserved or underrepresented communities, and reach groups and
individuals through emerging communications and public engagement platforms or tools. Any changes to
approach will be covered through the change management approach that will be outlined in the PMP.
Subtask.02-01 —Communications and Community Engagement Plan
Approach
The Consultant will work with the Client to carry out an initial stakeholder assessment, including research of key
constituencies and organizations, with an emphasis on identifying and reaching underserved or underrepresented
populations and groups. Coordination for this effort will occur during the regularly scheduled PMT meetings.
Consultant will work with the Client to identify up to four stakeholders who would be interviewed. The
Consultant will draft one set of interview questions that will be asked of each stakeholder. The Client will have
one review cycle for the interview questions to be finalized. The Consultant will have one staff member
participate in up to four(4)stakeholder interviews to help inform community priorities and communication
preferences, and other groups that should be included in the process.Coordination for this effort will occur
during the regularly scheduled PMT meetings.
Develop a Communications and Community Engagement Plan(CCEP) as part of the overall Project Management
Plan(PMP)and provide guidance to the team about how we'll communicate internally, and externally, and
conduct community engagement with the support team, executives, public, and other community audiences and
organizations in the project vicinity and surrounding areas.
City of Everett 5541844828
US 2/I-5 Interchange Planning Study 5 July 2021
